Genex Power (Australian electricity generation company) has executed an Early Contractor Involvement agreement with PCL Construction (general contracting construction company) for the first stage of its Bulli Creek Clean Energy Park in Queensland, marking what the company describes as a significant milestone in advancing one of Australia's largest proposed renewable energy developments.

Project Scale and Location

The Bulli Creek 1 project, referred to as BC1, consists of a 300-megawatt solar farm combined with a 425-megawatt battery energy storage system carrying a total storage capacity of 1,700 megawatt-hours.

The hybrid project is situated south-west of Toowoomba in Queensland. BC1 represents the first stage of the broader Bulli Creek Clean Energy Park, which carries an overall approved capacity of up to 2.5 gigawatts.

Nature of the Agreement

The Early Contractor Involvement agreement establishes a collaborative framework between Genex Power and PCL Construction ahead of a final investment decision.

Under the arrangement, Genex and PCL will work together to further optimise the project design, delivery methodology, construction planning, and commercial readiness.

The company has indicated it is targeting construction commencement in 2028, with the ECI process intended to help position BC1 for a successful final investment decision.

A Returning Partnership

The engagement with PCL Construction is not a new relationship for Genex Power. PCL had previously been designated as the engineering, procurement, and construction contractor for the originally proposed 775-megawatt Bulli Creek Solar Project, a predecessor concept that has since evolved into the current BC1 configuration.

Ge775-megawatt in its announcement that the prior collaboration produced a strong understanding of site conditions and delivery strategy, which the company views as a valuable foundation as development continues on BC1.

Path to Final Investment Decision

With the ECI agreement now executed, Genex Power's stated focus is on using the collaborative process with PCL to drive the project toward commercial and construction readiness.

The company has set 2028 as its target year for construction to commence, though this remains contingent on reaching a positive final investment decision. No financial terms of the ECI agreement were disclosed in the announcement.
