Fugro Wins Geotechnical Investigation Contract for CIP's Offshore Wind Farm in Taiwan
Fugro (geotechnical, survey, and geoscience service company) has secured a large geotechnical site investigation contract for the FengMiao II Offshore Wind Farm in Taiwan, awarded by Copenhagen Infrastructure Partners, one of the developers participating in Taiwan's Round 3.2 offshore wind tender.
Project Background and National Energy Context
The FengMiao II Offshore Wind Farm carries a generating capacity of 600 MW and is situated off the west coast of Taiwan. The project forms part of Taiwan's broader national ambition to reach 13.1 gigawatts of installed offshore wind capacity by 2030, a target that has drawn significant international investment and development activity in recent years.
Copenhagen Infrastructure Partners, the project developer, selected Fugro to conduct the geotechnical investigation work as part of the wind farm's advancement through the development pipeline.
The contract award was announced on April 29, 2026, and positions Fugro as a key technical contributor to one of Taiwan's flagship Round 3.2 offshore wind projects.
Fugro described the award as further strengthening its role as a trusted partner in the global offshore wind industry and as a reaffirmation of its commitment to supporting Taiwan's renewable energy goals.
Scope of Geotechnical Services
Fugro will deliver a comprehensive suite of geotechnical services for the FengMiao II project. The offshore geotechnical investigation will encompass both seabed and downhole data acquisition modes, designed to provide high-quality geotechnical data to inform the wind farm's engineering and design phases.
The fieldwork will be carried out aboard Fugro's Taiwan-flagged vessel, Pacific Hornbill, which is equipped with the advanced C30 marine drilling rig.
The vessel carries several of Fugro's proprietary technologies, including the WISON MkV EcoDrive downhole in situ testing and sampling tools and the SEACALF MkV Deep Drive system, a specialized seabed geotechnical tool.
Together, these systems are intended to enable the acquisition of detailed subsurface information across the project area.
The geotechnical fieldwork campaign is expected to be completed in the third quarter of 2026, providing CIP with the foundational ground data necessary to progress the FengMiao II development.

Fugro's Presence in Taiwan and the Asia Pacific Region
Fugro has been delivering geo-data solutions to offshore wind clients in Taiwan since 2016, according to Safri Drahman, Regional Business Line Director Asia Pacific at Fugro. The use of a Taiwan-flagged vessel for the project reflects the company's emphasis on local operational capacity and collaboration in the region.
Drahman commented on the award, stating that it demonstrates the trust CIP places in Fugro's proven track record in Taiwan.
"We are honored to be selected by CIP to support the FengMiao II Offshore Wind Farm. This award demonstrates the trust CIP places in Fugro's proven track record of delivering high-value geo-data solutions to offshore wind clients in Taiwan since 2016," he said.
Fugro characterized its involvement in FengMiao II as consistent with its broader dedication to advancing the energy transition across the Asia Pacific region, with the company citing innovation, sustainability, and strong local collaboration as core elements of that approach.
Copenhagen Infrastructure Partners and Round 3.2
Copenhagen Infrastructure Partners is identified as one of the developers operating under Taiwan's Round 3.2 offshore wind tender framework. The FengMiao II Offshore Wind Farm represents one of the key projects to emerge from that competitive tender process, through which Taiwan has sought to advance large-scale offshore wind development in its waters.
The Round 3.2 tender is a component of Taiwan's sustained effort to build out its offshore wind sector as a central plank of national energy transition policy. The 13.1 GW installed capacity target set for 2030 reflects the scale of ambition underpinning that policy framework, and projects such as FengMiao II are positioned as material contributors to achieving it.
Technical Capabilities Deployed
The combination of technologies being deployed aboard the Pacific Hornbill for the FengMiao II investigation reflects the technical demands of offshore wind site characterization in the complex seabed conditions typical of the Taiwan Strait region.
The C30 marine drilling rig provides the platform for downhole investigation, while the WISON MkV EcoDrive tools are designed to conduct in situ testing and sample collection at depth.
The SEACALF MkV Deep Drive system complements these capabilities by enabling geotechnical measurements directly from the seabed, allowing Fugro to gather data across different depth profiles and geological conditions encountered across the wind farm site.
This dual-mode approach to data acquisition is intended to deliver the comprehensive ground characterization that foundation design and other engineering activities require at the pre-construction stage of a large offshore wind development.
Powering Your Pipeline: Smarter Intelligence for Asia-Pacific Energy Markets
How much revenue is slipping through the gaps simply because your team lacks visibility into the right power projects at the right time? Across Asia-Pacific, the energy sector is accelerating — grid expansions, renewable installations, and transmission upgrades are reshaping the competitive landscape faster than traditional research methods can track.
Staying ahead means more than scanning headlines. It means knowing which projects are entering procurement, which contracts have just been awarded, and which developments are already breaking ground across the region. That level of intelligence is exactly what the Global Project Tracking (GPT) platform by Blackridge Research is built to deliver.
Whether you are a contractor, equipment supplier, or project financier operating in Asia-Pacific power markets, the platform gives your team a structured, continuously updated view of the full project lifecycle — so no opportunity is missed, and no bid goes uninformed.
