The Wo Neng 1 Offshore Wind Farm (also known as Woneng 1) is a proposed 2.4 GW offshore wind project being developed by Ørsted approximately 42 km off the coast of Taichung, Taiwan. The project forms part of Ørsted's larger Wo Neng offshore wind development, which, together with the Wo Neng 2 project, is planned to deliver up to 3 GW of offshore wind generation capacity, making it one of the largest planned offshore wind developments in the Asia-Pacific region.

 

Located in offshore waters between Taichung and Changhua counties, the project is expected to support Taiwan's long-term renewable energy targets by supplying large-scale clean electricity to the national grid. Chu Tin Floating Offshore Wind

The Chu Tin Floating Offshore Wind Project is a proposed 1.2 GW floating offshore wind development located approximately 22 km off the coast of Hsinchu County and Hsinchu City, Taiwan. The project is being jointly developed by Flotation Energy and Cobra, with a phased approach comprising a demonstration phase followed by a large-scale commercial development.

 

Once fully operational, the Chu Tin Floating Offshore Wind Project is expected to generate enough renewable electricity to power more than one million Taiwanese homes. The project leverages advanced floating wind technology to harness wind resources in deeper waters that are unsuitable for conventional fixed-bottom offshore wind foundations.

 

Technical Specifications

 

The Chu Tin Floating Offshore Wind Project will have a planned installed capacity of up to 1,200 MW. Development will begin with a pre-commercial demonstration phase of approximately 180 MW, comprising around 12 floating wind turbines rated between 14 MW and 20 MW each. The full commercial development is expected to include 65 to 80 wind turbines.

Greater Changhua 2b and 4 Offshore Wind Farms

The Greater Changhua 2b and 4 Offshore Wind Farms are a 920 MW offshore wind project developed by Ørsted and located 35 to 60 km off the coast of Changhua County, Taiwan. Comprising the 337 MW Greater Changhua 2b and 583 MW Greater Changhua 4 wind farms, the project is one of Taiwan's largest offshore wind developments and plays a key role in the country's renewable energy transition.

 

The project features 66 Siemens Gamesa SG 14-236 DD wind turbines and is the first offshore wind development in the Asia-Pacific region to deploy piling-free suction bucket jacket foundations at commercial scale, significantly reducing underwater construction noise. Under a long-term Corporate Power Purchase Agreement  (CPPA) signed in 2020, all electricity generated by the project will be supplied to Taiwan Semiconductor Manufacturing Company (TSMC).

 

Technical Specifications

 

The Greater Changhua 2b and 4 Offshore Wind Farms have a combined installed capacity of 920 MW, generated by 66 Siemens Gamesa SG 14-236 DD wind turbines, each rated at 14 MW. The turbines feature a 236-metre rotor diameter and 115-metre blades, making them among the world's largest commercially deployed offshore wind turbines.

 

The wind farms occupy approximately 185 sq km in water depths ranging from 23.8 to 44.1 metres. The project utilizes suction bucket jacket foundations, eliminating the need for piling during installation. Electrical infrastructure includes one offshore substation, a shared 920 MW onshore substation in Lukang Township, and approximately 57 km of 230 kV export cables connecting to Taipower's ChangKong Substation through a combination of 66 kV, 230 kV, and 345 kV HVAC transmission lines.

 

Current Status

 

Greater Changhua 2b and 4 are currently in the final commissioning phase, with commercial operations expected during the third quarter of 2026. Since July 2025, the project has been delivering first power to Taiwan's national grid, and all 66 wind turbines were successfully installed during a 275-day offshore installation campaign.

 

Current activities focus on final turbine commissioning, electrical system testing, export cable completion, and project handover. Ørsted retains a 50% ownership stake in Greater Changhua 4, while Cathay Life owns the remaining 50% and is also acquiring a 55% stake in Greater Changhua 2.

The Formosa 6 Offshore Wind Farm

The Formosa 6 Offshore Wind Farm is a proposed 800 MW offshore wind project being developed by Synera Renewable Energy (SRE) approximately 35 km off the coast of Xianxi Township, Changhua County, Taiwan. Covering an offshore site of around 84 sq km, the project was awarded development capacity under Taiwan's Phase 3.2 Zonal Development auction and is expected to become one of the country's next-generation commercial offshore wind farms.

 

Once operational, the project is expected to generate enough renewable electricity to power approximately 860,000 households annually, supporting Taiwan's renewable energy targets while strengthening the domestic offshore wind supply chain through significant local manufacturing and engineering participation.

 

Technical Specifications

 

The Formosa 6 Offshore Wind Farm will have a planned installed capacity of 800 MW, generated by up to 57 offshore wind turbines, each with an expected capacity of approximately 14 MW. The project will be constructed on 57 jacket foundations supported by 180 pin piles, covering an offshore development area of approximately 84 sq km.

 

The electrical infrastructure includes 57 inter-array cables connecting the turbines and subsea export cables transmitting electricity to Taiwan's onshore grid. The project is targeting grid connection in 2029, with final turbine selection and detailed engineering to be completed during the pre-construction phase.

 

Current Status

 

Formosa 6 is currently in the pre-construction and planning phase. The project secured 800 MW of development capacity during Taiwan's Phase 3.2 offshore wind auction in mid-2024 and became the first successful developer in the round to submit its administrative contract.

 

The project has also progressed key supply chain activities. In late 2025, Synera Renewable Energy awarded the foundation fabrication contract to Century Group, covering the manufacture of 57 jacket foundations and 180 pin piles. Seaway7 has been selected as the preferred supplier for the transport and installation of inter-array cables, while Jan De Nul has been appointed as the preferred contractor for export cable installation. The project is scheduled for grid connection in 2029.
