Eurowind Energy Romania Secures Construction Permits for 49.6 MW Hybrid Wind-Solar Park in Constanța County

Eurowind Energy Romania (a renewable energy company) has received the construction permits for the Siminoc project, a hybrid wind and solar development in Constanța County, representing the company's first combined renewable energy park in the country, with an estimated investment of approximately USD 75.11 million.

Project Specifications and Energy Output

The Siminoc project carries a total installed capacity of approximately 49.6 MW, divided equally between wind and photovoltaic generation at roughly 24.8 MW each.

 

Based on current technical modelling, the park is expected to produce approximately 120 GWh of electricity annually, a volume the company says is equivalent to the yearly consumption of over 50,000 households.

The project benefits from Romania's Contracts for Difference scheme, a support mechanism designed to provide long-term investment stability and support predictable project execution.

 

The CfD framework has become a central instrument for underwriting large-scale renewable investment in Romania as the country expands its clean energy infrastructure.

The final selection of turbine models and photovoltaic panels, along with the configuration of any battery energy storage system equipment, will be determined as the project progresses into the procurement phase.

 

Development Timeline

The permitting phase, including the issuance of the construction permit, was scheduled for the first half of 2026 and has now been completed. According to the company's implementation schedule, construction works are planned to begin in 2027, with commissioning targeted for 2028.

 

Eurowind Energy Romania noted that adjustments to the timeline remain possible depending on administrative timelines and grid-connection windows.

Battery Storage Integration Plans

Alongside the hybrid wind-solar configuration, Eurowind Energy Romania has stated its intention to integrate battery storage across all of its projects. Adrian Dobre, Country Manager of Eurowind Energy Romania, said the company no longer views projects purely as generation assets but as resources capable of providing real flexibility to the energy system.

"We also plan to integrate battery storage in all our projects, so we can better align production with demand, reduce local variability, and contribute responsibly to the safe integration of renewable energy," Dobre said.

Dobre also outlined broader ambitions for the Romanian market, stating a target of reaching 1 GW of operational capacity by 2030, supported by a sustainable investment plan of approximately USD 1.16 billion over the next four years.

Local Economic Impact

At the community level, the Siminoc project is expected to generate economic activity during the construction phase, create temporary jobs and permanent operational roles, and contribute to local government budgets through taxes and duties. Eurowind Energy Romania said implementation will be carried out in close cooperation with public authorities and grid operators in the region.

Eurowind Energy Romania has been active on the local market since 2011 and operates with a dedicated local team. The company's current operational portfolio includes four solar parks located at Hălchiu, Măgurele, Pufești, and Teiuș.

 

By the end of the second quarter of 2026, the company expects to reach 184 MW of operational capacity in Romania, a figure that includes 60 MW of battery energy storage capacity at its Teiuș facility.

The company also holds a development pipeline of approximately 7.5 GW across various stages of advancement, positioning it as one of the more active developers in the Romanian renewable energy sector.
