Four companies that have contracted regasification capacity at Poland's second floating LNG terminal have signed a cooperation agreement enabling joint use of the facility, marking a significant step in the country's ongoing effort to build out its gas infrastructure and establish itself as a regional energy hub.

Four Users, One Agreement

Enea, Orlen, PGE and Unimot signed the agreement on August 3, 2026, formalising arrangements for shared use of the FSRU 2 terminal located in the Gulf of Gdańsk.

The four companies had previously contracted regasification capacity at the terminal following the conclusion of the Open Season procedure for FSRU 2, which ended in June with the allocation of regasification capacity to those four entities. Together, their contracted capacity accounts for 74 percent of the total available capacity at FSRU 2.

The agreement was signed in the presence of senior government officials, including Energy Minister Miłosz Motyka and Wojciech Wrochna, Secretary of State in the Ministry of Energy and Government Plenipotentiary for Strategic Energy Infrastructure.

How Slot-Sharing Works

The core mechanism established by the agreement involves the sharing of so-called slots, contracted LNG deliveries, between the terminal's users. This arrangement allows parties to jointly use regasification services within the framework of a single LNG unloading operation. As a result, each terminal user will have access to regasification capacity throughout the entire year, regardless of their individual LNG delivery schedules.

The mechanism also allows participants to exchange and make available contracted LNG quantities on an ongoing basis across the full delivery cycle carried out through the terminal.

According to the parties involved, this structure is intended to provide greater predictability in gas offtake following regasification and to simplify the management of deliveries over the entire operational period of FSRU 2.

The model was developed through consultations with market participants and is designed to better align the use of the terminal with the varied needs of its users, irrespective of the frequency or timing of their individual LNG deliveries.

Government Frames Agreement as Strategic Milestone

Energy Minister Miłosz Motyka said Poland was entering a new phase in the development of its modern gas infrastructure, describing the FSRU 2 project as critical to the country's energy security.

He highlighted that contracted capacity at the terminal had already reached 74 percent of available capacity and characterised the agreement as a component of the broader "Northern Gateway" project, whose aim is to strengthen Poland's position as a regional gas hub.

Wojciech Wrochna emphasised the role of the agreement in creating conditions for a competitive gas market in Poland, pointing to lower transmission costs, simplified operating rules, diversification of supply routes and multi-party cooperation within the FSRU 2 project as factors that increase market activity and reinforce national energy security.

GAZ-SYSTEM Highlights Infrastructure Potential

Sławomir Hinc, President of GAZ-SYSTEM, the state-owned gas transmission operator that oversees the terminal infrastructure, said the agreement represented an important step in developing LNG services in Poland and described it as an example of partnership-based cooperation with market participants. He said the goal had been to produce a solution that meets market needs and allows for better utilisation of GAZ-SYSTEM's infrastructure potential.

What Each Company Says It Gains

PGE Vice President for Operations Katarzyna Rozenfeld said the slot-sharing agreement confirmed that cooperative arrangements deliver measurable benefits to the entire sector. She added that for the PGE Group, the FSRU 2 project carries particular significance because it provides long-term fuel supply security for the company's existing and future gas-fired generation units, which she described as playing an important role in Poland's energy transition.

Orlen President Ireneusz Fąfara said the company's reservation of capacity at FSRU 2 represents another step in building what he called the Baltic Eagle Gas Hub, a regional gas hub concept.

He framed the development of Orlen's LNG import and trading activities as underpinning energy security based on diversified supply routes and flexible logistics.

Karol Ilba, President of Unimot Energia i Gaz, described the acquisition of regasification capacity as strengthening Unimot's position in the natural gas market and as a significant element of the group's long-term strategy involving development in the area of energy transition and the construction of a supply system resilient to disruptions.

He characterised Unimot as an independent Polish multi-energy group seeking to be an active partner in building national energy security alongside other key market participants.

Rafał Soja, President of Enea Trading, said the slot-sharing arrangement gives Enea greater flexibility in using its contracted FSRU 2 capacity and more effective management of LNG deliveries.

He said the ability to share slots allows for better planning of gas offtake, reduces risks related to delivery scheduling and supports the development of a purchasing portfolio based on access to the global LNG market.

Background: The FSRU 2 Project

The FSRU 2 terminal is a second floating storage and regasification unit planned for the Gulf of Gdańsk. A decision to construct the terminal was taken recently, according to statements made at the signing ceremony.

The Open Season procedure through which regasification capacity was allocated concluded in June 2026, resulting in capacity contracts with the four companies now party to the slot-sharing agreement.

The project is referred to by Polish officials as part of the "Northern Gateway" initiative, which is positioned as strengthening Poland's role as an energy hub for Central and Eastern Europe.
