European chipmaker NXP Semiconductors N.V. is receiving a USD 250 million loan from EIB Global, the European Investment Bank Group's international development arm, to expand its operations in Malaysia.

Financing Announced at EU-Malaysia Business Forum

The financing agreement was announced at the European Union-Malaysia business forum in Kuala Lumpur, where European Commissioner for International Partnerships Jozef Síkela was among those in attendance.

The Netherlands-based company, one of Europe's leading chipmakers, will use the financing to boost the capacity of a plant located close to Kuala Lumpur that assembles, packages and tests semiconductors. Those chips are used in cars, industrial equipment, smart-home devices, as well as identification and payment systems.

The loan advances the EU's "Global Gateway" strategy, which mobilises international investments in fields including digital technologies. EIB Global is the EIB Group's specialised arm devoted to development finance and serves as a key partner of Team Europe and the Global Gateway strategy.

Project Scope and Timeline

The project, which is to be completed by 2030, will help NXP diversify its global manufacturing and strengthen semiconductor supply chains serving European industries. According to the bank, it will also bring technology and know-how to Malaysia and create more than 1,000 jobs in the country.

The operation consists of an investment loan supporting the promoter's expansion of its back-end chip manufacturing plant in Malaysia.

EIB Vice-President Nicola Beer described the deal as mutually beneficial. "Semiconductors are critical to Europe's competitiveness and economic security," Beer said.

"This investment strengthens a leading European company while bringing technology, know-how, and high-quality jobs to Malaysia. It is a win-win operation that delivers benefits for both Europe and Malaysia."

Commissioner Síkela framed the loan as part of the EU's broader partnership agenda. "Semiconductors are at the heart of the modern economy and the technologies that will shape our future," he said.

"Through Global Gateway, the EU and the European Investment Bank are supporting NXP's investment in Malaysia to expand advanced semiconductor manufacturing, create high-value jobs in Malaysia and strengthen our supply chains. With Global Gateway, we are turning our partnership into skills, opportunities and lasting value for both Malaysia and Europe."

Building on an Existing Relationship

The new financing builds on existing cooperation between the EIB and NXP. In 2024, the EIB provided USD 1.12 billion in financing for NXP's research, development, and innovation activities in Europe.

Andy Micallef, Executive Vice President and Chief Operations and Manufacturing Officer at NXP Semiconductors, welcomed the continued partnership. "We are grateful for the continued support of the European Investment Bank, a longstanding partner in advancing NXP's growth and innovation agenda," he said.

"This financing will help expand our manufacturing footprint in Malaysia, strengthen the resilience and diversification of semiconductor supply chains serving our customers worldwide, and create high-value employment opportunities while fostering technology development and skills in the region."

Global Gateway and NXP's business

The Global Gateway strategy is the EU's framework for reducing global investment gaps and fostering smart, clean and secure connections in the digital, energy and transport sectors, while also strengthening health, education and research systems.

The strategy embodies a "Team Europe" approach bringing together the EU, its Member States and European development finance institutions. According to the European Investment Bank, these partners have mobilised more than USD 336.18 billion in public and private investments since 2021 to build links with partner countries rather than dependencies.

NXP Semiconductors N.V., which trades on the Nasdaq under the ticker NXPI, provides solutions for the automotive, industrial & IoT, mobile, and communications infrastructure markets. The company has operations in more than 30 countries and posted revenue of USD 12.27 billion in 2025.

The company's "Brighter Together" approach, as described by the bank, combines leading-edge technology with its workforce to develop system solutions for the connected world.

Broader Significance for Supply Chains

The investment underscores the dual goals set out by both institutions: strengthening European semiconductor supply chains through a European chipmaker while simultaneously supporting industrial development and employment in Malaysia. With the plant's expansion set to run through 2030, the operation links European economic security priorities, as articulated by Vice-President Beer, with the EU's international partnership strategy championed by Commissioner Síkela under the Global Gateway banner.

Stay Ahead of Malaysia's Semiconductor Expansion Before the Wafer Starts Flowing

Malaysia is home to the world's most ambitious chip manufacturing buildout, from new fabrication plants to emerging packaging and test facilities across Malaysia. But with billions of dollars flowing into cleanrooms, equipment orders, and infrastructure, the real advantage belongs to those who see the opportunities first.
