Egypt Signs $340 Million Oil and Gas Exploration Deals with International Firms
Egypt has entered into four agreements with international companies, valued at over USD 340 million, to explore oil and gas in the Mediterranean and Nile Delta regions. These deals were signed by the state-owned Egyptian Natural Gas Holding Company (EGAS) and were announced by the Ministry of Petroleum on Saturday. The agreements include plans to drill 10 wells, supporting the ministry's initiatives to enhance exploration and production activities.
Egypt, once a regional exporter, has increasingly turned to imports to meet rising domestic demand as output from aging fields declines and investment in new ones lags.
Production Decline Context
Gas production in May was 3,545 million cubic meters, representing a decline of more than 40% from March 2021, according to the Joint Organisations Data Initiative (JODI). This significant drop underscores the challenges facing Egypt's energy sector, as it grapples with declining output from aging fields and insufficient investment in new exploration projects.
Shell Mediterranean Agreement
The first deal involves oil giant Shell and is worth USD 120 million. This agreement covers three wells in the Mediterranean's Merneith offshore area. The Shell contract represents the largest single agreement among the four deals announced by the Ministry of Petroleum.

Additional Offshore and Onshore Partnerships
Italy's Eni signed a USD 100 million agreement to drill three wells in the East Port Said offshore block. This deal marks another significant investment in Egypt's offshore exploration activities in the Mediterranean. A third agreement, worth USD 109 million, was awarded to Arcius Energy, a joint venture that is 51% owned by BP and 49% by ADNOC's investment arm, XRG.
This partnership will operate in the North Damietta offshore area, adding to the concentrated exploration efforts in Egypt's Mediterranean waters. The ministry also announced a USD 14 million deal with Russia's Zarubezhneft to drill four wells in the onshore North El-Khatatba block in the Nile Delta. This onshore project represents the smallest financial commitment among the four agreements but involves the highest number of planned wells.

The four agreements demonstrate a strategic approach to exploration across different geographical areas and water depths. Three of the four deals focus on offshore Mediterranean locations, while one targets onshore opportunities in the Nile Delta region. Zarubezhneft's onshore agreement involves four wells, making it the largest drilling commitment in terms of well count despite having the smallest financial value. The partnerships involve major international energy companies from multiple countries, including the United States, Italy, the United Kingdom, the United Arab Emirates, and Russia.
