EDF solutions électriques (Renewable Energy Development Company) and Alliance de l'énergie de l'Est (Eastern Energy Alliance) have secured financial close for the Forêt Domaniale Wind project in Quebec, a 185.6-megawatt development that will deliver clean energy to the Hydro-Québec grid under a 30-year power purchase agreement.

The closing announcement follows the recent issuance of a government decree authorizing the project and moves the wind farm officially into its construction phase.

Financing Structure and Banking Consortium

The required capital for the Forêt Domaniale project was secured through five lead arrangers: Desjardins Group (Canadian financial service cooperative), Canadian Imperial Bank of Commerce, National Bank of Canada, KfW IPEX-Bank, and MUFG (Mitsubishi UFJ Financial Group).

Desjardins Group assumed the role of administrative agent for the transaction. The financing has been structured in accordance with the Green Loan Principles. Desjardins Group, Canadian Imperial Bank of Commerce, National Bank of Canada, and MUFG each served as coordinators for the application of those principles.

Stikeman Elliott (Canadian business law firm) acted as legal counsel to the project, while Blake, Cassels and Graydon (Law Firms) LLP (Limited Liability Partnership) represented the lenders.

Amy Lloyd, Chief Financial Officer of EDF Power Solutions North America, said the closing reflects both the economic strength and strategic significance of the project. "We are deeply thankful to our financial partners whose commitment has enabled us to move confidently into the construction phase."

Lloyd said. "Beyond adding low-carbon capacity to the Hydro-Québec network, we're creating a meaningful climate victory and a long-term economic legacy for the region."

Project Ownership and Location

The Forêt Domaniale wind farm is structured as an equal partnership, with EDF solutions électriques and Alliance de l'énergie de l'Est each holding a 50 percent stake in the development.

The project is situated across three municipalities, Cap-Saint-Ignace, Notre-Dame-du-Rosaire, and Sainte-Apolline-de-Patton, within the Regional County Municipality of Montmagny in the Chaudière-Appalaches region of Quebec.

The wind farm will connect to Hydro-Québec's grid via a substation located in the Montmagny area. Michel Lagacé, President of Alliance de l'énergie de l'Est, highlighted the project's regional importance.

"The completion of a project like Forêt Domaniale is significant for Quebec — and particularly for Eastern Quebec, environmentally, socially, and economically," Lagacé said.

Turbine Configuration and Technical Specifications

The wind farm will consist of 30 wind turbines in total, drawing on two Vestas turbine models. The configuration includes 28 Vestas 6.2-megawatt wind turbine generators and 2 Vestas 6-megawatt wind turbine generators.

With a total installed capacity of 185.6 megawatts, the project will supply electricity to Hydro-Québec under a power purchase agreement running for 30 years.

Community Benefits and Economic Impact

One of the defining features of the Forêt Domaniale project is the breadth of its community revenue-sharing arrangement.

Over the life of the project, the 15-member communities of the Alliance de l'énergie de l'Est, the Magdalen Islands Maritime Community, and the Wolastoqiyik Wahsipekuk First Nation (an Indigenous government and community) will collectively share approximately USD 144.25 million in net distributions.

The project partners have stated a commitment to engaging local businesses and suppliers throughout construction and operations, with the stated goal of ensuring sustainable development that benefits the surrounding communities.

Construction Timeline and Job Creation

Preparatory work for the project has been underway since January 2026, ahead of the formal financial close. With financing now secured, the project has officially transitioned into its full construction phase. That phase is expected to generate more than 250 jobs.

Commercial operations at the Forêt Domaniale wind farm are scheduled to begin in the fourth quarter of 2027. The project represents a direct contribution to Quebec's decarbonization objectives, adding low-carbon generating capacity to the provincial grid as the broader Quebec economy works to reduce its reliance on fossil fuels.
