Daewoo Engineering & Construction (construction, engineering, and real estate development firm) has signed a memorandum of understanding with Korea Internet Neutral eXchange (data center company), known as KINX, to build a strategic cooperation framework spanning the full lifecycle of data center projects, from development and construction through to operations.
The agreement signals the construction giant's ambition to move beyond its traditional role as a builder and establish itself as an integrated data center developer in both domestic and global markets.
Partnership Signed at KINX Headquarters in Gwacheon
The MOU was signed at the KINX headquarters in Gwacheon. The signing ceremony was attended by Daewoo E&C's head of its architectural business division, Jeon Yong-su, along with executive director Lee Sang-won and members of the company's dedicated Data Center Task Force. Representing KINX were CEO Kim Ji-wook and executive director Choi Jong-ok, along with other senior officials from both organizations.
Under the terms of the agreement, the two companies will jointly pursue the discovery and development of hyperscale and artificial intelligence data center projects, establish a cooperative model linking development, construction, and operations, and secure development partnerships from the earliest stages of new projects. Both sides have also committed to actively expanding mutual participation opportunities in data center projects they jointly pursue or evaluate.

Combining Construction Expertise with Operational Know-How
The rationale behind the partnership rests on combining complementary strengths. Daewoo E&C brings its development and construction capabilities, while KINX contributes its specialist operational expertise and network competitiveness derived from running data centers in Gwacheon and Dogok.
For Daewoo E&C, securing a professional operations partner in advance is expected to significantly strengthen the competitiveness and stability of future project bids.
The company also anticipates gaining preferred construction rights on new projects jointly pursued and evaluated with KINX. For KINX, the arrangement provides a proven development and construction partner, enabling the company to expand its supply of new data center capacity on stable footing and consolidate the foundation for its own business growth.

Daewoo E&C's Broader Strategic Shift Toward Developer Model
The agreement fits into a wider transformation Daewoo E&C has been pursuing in its architectural business division, aiming to diversify its portfolio beyond its core residential segment.
In step with the growing demands of the artificial intelligence era, the company established a dedicated Data Center Task Force and has been actively working to increase the proportion of its non-residential business while evolving from a pure construction contractor into a company that encompasses development, investment, and operations.
The company points to several recent moves as evidence of this strategic direction. It has been involved in the Empirion Digital AI Campus, described as the first new large-scale project pursued in Seoul's Gangnam area in ten years.
Daewoo E&C also participated as both an equity investor and contractor in the Jangseong Pine Data Center in South Jeolla Province, which was noted as the province's first such facility. Earlier this year, the company extended its reach further by entering into a cooperation agreement with South Jeolla Province for the development of an AI data center cluster.
Full Lifecycle Ambitions Including Future Asset Sales
Looking ahead, Daewoo E&C stated it plans to expand its role across the entire data center business process. This would encompass land acquisition, development, construction, operations, and eventual asset sales, establishing the company as what it describes as an all-encompassing integrated developer. The company framed this approach as a means of securing higher profitability while accumulating advanced developer expertise.
A Daewoo E&C spokesperson said that combining the company's accumulated construction and development know-how in the domestic data center market with KINX's specialist operational capabilities would secure a distinctive competitive position in the market.
The spokesperson added that based on successful cooperation in the domestic market, the company intends to expand overseas partnerships and actively pursue entry into the global data center market.
