Global Hydrogen Electrolyser Market: Cost Reduction, Targets and Capacity Expansion by 2030

According to the IEA (International Energy Agency), global electrolysis capacity is expected to reach 520 GW by 2030 including the projects in the early stages of development. The global electrolyzer manufacturing capacity is expected to reach more than 165 GW per year by 2030.

Alkaline and PEM electrolyzers continue to be the most commonly used technologies due to their high efficiency and cost-effectiveness. SOEC (Solid Oxide Electrolysis) technology is slowly gaining traction due to its potential for waste heat integration but is in the development phase for industrial application.

A Region-wise Breakdown of the Global Electrolyzer Market

China, Europe, and North America continue to dominate the electrolyzer manufacturing capacity. Supportive government policies and initiatives in these regions are accelerating investment and capacity growth.

  • China: The Chinese government has challenged domestic firms to cut down the cost of proton exchange membrane (PEM) electrolyzers to below USD 330/kW by 2026 and also provide solutions to increase the efficiency of PEM electrolyzers, advance existing solid-oxide electrolyzer systems and develop hydrogen-capable steel pipelines.

  • Europe: On the other hand, Europe is hosting the "Electrolyser Partnership" to bring together electrolyzer manufacturers and suppliers of components and materials together to achieve a combined annual electrolyzer manufacturing capacity of 17.5 GW by 2025 in Europe.

As a part of the electrolyzer manufacturing capacity expansion, Europe is establishing ENNOH (European Network of Network Operators of Hydrogen) which is expected to be established by the EU (European Union) in 2025.

The ENNOH is an independent association that will represent the future hydrogen transmission network and will coordinate with the existing EU Hydrogen Transmission Network of Operators (HTNOs) to fulfill the obligations of the EU hydrogen and gas decarbonization package.

  • United States: The DOE (Department of Energy) in March 2024, announced USD 750 million for funding 52 projects across 24 states reducing the cost of hydrogen and bolstering the American hydrogen industry.

Further in September 2024, DOE announced an additional USD 8 million for seven projects under the Roll-to-Roll Consortium a laboratory-led initiative funded by DOE to support advanced electrolyzer and fuel cell manufacturing RD.

  • India:  India continues to foster domestic electrolyzer manufacturing under the National Green Hydrogen Mission. As of March 2025, India boasts 12,000 TPA of green hydrogen production and has so far approved 3 GW of electrolyzer manufacturing capacity per annum. In 2024, (Solar Energy Corporation of India Limited) SECI allocated 1.5 GW of electrolyzer manufacturing capacity to eight companies under the Production Linked Incentive Scheme (PLI) for electrolyzer manufacturing scheme.

With strong backing from government initiatives, funding programs, and public-private partnerships, the global electrolyzer market is to witness major market trends and achieve the hydrogen goals set for 2030.

Wrapping Up

Green hydrogen has the potential to become a fuel of the future. But it greatly depends upon hydrogen electrolyzers. The manufacturers in this industry have a critical role in developing highly efficient, cost-effective, and scalable electrolyzers. With support and encouragement from governments and the emergence of new players in this sector, it is poised to grow substantially in the coming years.
