Why It Matters

The metric that changes bidding behavior: cost per win

Every proposal costs real money whether you win or lose: estimating hours, engineering input, site visits, bonds, documentation. A serious tender response is a five-figure product your company manufactures dozens of times a year — mostly for free, since most bids lose.

Dividing annual bid spend by wins produces the number that reframes everything: cost per win. At 35 proposals, $5,100 each and a 22% win rate, you spend roughly $178,000 a year to win about eight contracts — $23,000 per win, with $139,000 of the total spent on losses.

✓
Full cost, visible: Hours at loaded rates plus external costs — the way the bid budget should be booked.
✓
Losses priced explicitly: The share of spend going to losing bids is the single most motivating figure.
✓
The fix quantified: See how a few points of win rate cuts your cost per win.
How It Works

Three steps to your number

01

Profile your bid factory

Proposals per year, team hours per proposal, blended hourly cost and external costs per bid.

02

Enter your win rate

Cost per proposal, annual spend, cost per win and loss-spend compute instantly.

03

Model better qualification

Add the win-rate lift from bidding earlier and more selectively.

Methodology & assumptions

Per-proposal cost combines internal hours at your blended loaded rate with external per-bid costs. Annualizing across your volume and dividing by wins yields cost per win.

Cost per proposal = Hours × Blended rate + External costs
Annual bid spend = Cost per proposal × Proposals
Cost per win = Annual spend ÷ (Proposals × Win rate)
Spend on losses = Annual spend × (1 - Win rate)
New cost per win = Annual spend ÷ (Proposals × (Win rate + Lift))
