Project Overview

The Vizag Chennai Industrial Corridor (VCIC), also known as Visakhapatnam Chennai Industrial Corridor, is a major industrial development project. Spanning 800 km, it runs along Andhra Pradesh’s east coast on National Highway 16. Being a part of Phase I of the East Coast Economic Corridor (ECEC), it is India’s first coastal industrial corridor.

The ECEC runs 2,500 km from Kolkata, West Bengal, to Kanyakumari, Tamil Nadu. It covers West Bengal, Odisha, Andhra Pradesh, and Tamil Nadu. VCIC covers nine districts in Andhra Pradesh and passes near Visakhapatnam, Vijayawada, and Chennai.

The Asian Development Bank (ADB) prepared the Conceptual Development Plan and Regional Perspective Plan for VCIC. It is the lead multilateral finance partner. The corridor will use a node-based strategy and comprises five nodes in Andhra Pradesh:

  • Visakhapatnam

  • Machilipatnam

  • Donakonda

  • Kopparthy

Phase 1 development prioritized the Srikalahasti-Yerpedu and Visakhapatnam nodes. Kopparthy was added later. Under VCIC, Kopparthy (2,596 acres, Andhra Pradesh) joined the NICDIT framework through an addendum to the Krishnapatnam SPV.  

The corridor's ports, namely, Visakhapatnam Port, Gangavaram Port, Kakinada Port, and Krishnapatnam Port, are central to the VCIC strategy. It provides multiple international gateways to connect India with supply chains in Southeast Asia and East Asia.

Project Background

The VCIC originated as part of India's broader National Industrial Corridor Development Program, started with the Delhi-Mumbai Industrial Corridor (DMIC) in 2007. The Government of India and ADB jointly identified the East Coast Economic Corridor as India's first coastal industrial corridor to leverage the east coast's strategic position relative to Southeast Asian and East Asian trade routes.

ADB’s Conceptual Development Plan identified four nodes for VCIC. It also produced a Regional Perspective Plan for 2015–2045. The plan projected that, if business drives development, industrial output in the region’s nine districts could reach USD 295 billion and support 9.5 million new jobs by 2045.

ADB approved the Visakhapatnam Chennai Industrial Corridor Development Program (VCICDP) on 20 September 2016. It provided USD 500 million through the MFF for infrastructure and USD 125 million through a Policy-Based Loan for institutional reforms.

The Government of Andhra Pradesh (GoAP) complied with 12 PBL policy loan conditions under Tranche 1 in 2017. Tranche 1, valued at USD 62.5 million, was released on 1 February 2018. Tranche 2 of USD 62.5 million was released in October 2019 upon meeting the conditions.

In August 2019, NICDIT approved Visakhapatnam and Chittoor nodes as Phase I priorities. Kopparthy was added later as an additional VCIC node. This happened via an October 2024 addendum. The Kopparthy master plan was completed and notified in September 2025, marking a planning milestone for VCIC’s newest node.

Vizag Chennai Industrial Corridor Route

The VCIC spans about 800 km along NH16 (formerly NH 5). It connects road, rail, and port infrastructure from Visakhapatnam in Andhra Pradesh to Chennai in Tamil Nadu.

The corridor runs north to south. It connects key nodes via NH16, the Kolkata-Chennai rail line, and port access:

  • Visakhapatnam Node: It begins near the Visakhapatnam and Gangavaram ports, spanning 3,198 acres, and links to hinterland industries.

  • Kakinada Node: Via NH 16 southeast through Anakapalle and Sabbavaram; centers on Kakinada port and urban clusters.

  • Gannavaram-Kankipadu Node: It passes through Rajahmundry and Eluru, reaching Vijayawada, which later became the site of the Machilipatnam port.

  • Donakonda Node: It is the central greenfield area near Ongole in Prakasam district, off NH 16, with inland connectivity.

  • The Koparthy Node (Kadapa): It branches southwest via NH 16 spurs, covering 6,740 acres near Kadapa and Yerraguntla.

  • Chittoor/Yerpedu-Srikalahasti Node (South End): It merges back to NH 16 through Nellore, Badvel, and Naidupeta; ends near Krishnapatnam port, Sri City, Tirupati, and Chennai outskirts.

  • Attract manufacturing industries: The corridor designs integrated industrial clusters and zones with plug‑and‑play infrastructure to attract manufacturing and export‑oriented industries.

  • Direct access to export markets: The major ports along the corridor give node-based manufacturers direct marine access to export markets in East and Southeast Asia.

  • Redirect India’s Trade: The East Coast location is strategically positioned to redirect India's trade with Southeast and East Asia away from West Coast ports, which currently handle the bulk of this traffic despite the East Coast's geographic proximity to ASEAN markets.

  • Economic benefits: VCIC's nine-district corridor already accounts for 75 percent of Andhra Pradesh's industrial output and 4.3 percent of India's GDP. The ADB Regional Perspective Plan projects that a business-induced development scenario could raise industrial output in this region to USD 295 billion by 2045, compared to USD 117 billion under a business-as-usual scenario, a 2.5x premium for active corridor investment.

  • Create job opportunities: The VCIC expects to create 9.5 million jobs by 2045. It positions the corridor as one of India's most significant employment-creation infrastructure programs.

  • Create regional development: Targeted industrial diversification at new nodes, such as Kopparthy and Srikalahasti-Yerpedu, is designed to create a more balanced regional development.

  • Brings international technical standards: ADB, as a conceptualization and financing partner, brings multilateral governance discipline, international technical standards, environmental and social safeguard frameworks, and access to global best practices.
