Project Overview

The Raipur Visakhapatnam Expressway is a large infrastructure project currently under construction in India.  This 465 km, six-lane expressway will be a greenfield development expected to be completed by December 2026.

The expressway will connect the cities of Raipur (Chhattisgarh) and Visakhapatnam (Andhra Pradesh), passing through the state of Odisha. The total project value is estimated at INR 16,482 crore and is being developed by the National Highways Authority of India (NHAI) under the Bharatmala Pariyojana Phase I initiative. This initiative aims to improve India's road network throughout the country.

Project Background

The Raipur Visakhapatnam Expressway project has a long history dating back to 2014. In that year, the Ministry of Road Transport and Highways (MoRTH) proposed the expressway to improve connectivity, tourism, and economic development in Central India. The Indian government approved the plan in 2017.

A noteworthy aspect of the project is the focus on improving infrastructure in Odisha. INR 10,000 crore, a substantial portion of the total project budget of INR 16,482 crore, has been allocated specifically for construction within the state. This highlights the government's commitment to enhancing regional connectivity through this expressway.

Union Minister Nitin Gadkari announced the completion of the project's DPR in 2021. The project transitioned from proposal to construction in November 2022 when Prime Minister Narendra Modi laid the foundation stone. To build this massive project, a Hybrid Annuity Model (HAM) is being used. This financing method involves splitting the risks and responsibilities between the government and private contractors.

Currently, the project is under construction with most of the land acquisition and bidding processes already completed, except for a few packages in Odisha.  A South Korean firm, YONGMA Engineering Co. Ltd. - Arkitechno Consultants, prepared the Detailed Project Report (DPR) for the expressway.  The entire project has been divided into 19 different packages, each assigned to a specific contractor responsible for completing their section within the designated timeframe and budget.

Project Scope

The Raipur-Visakhapatnam Expressway aims to remodel travel across three states. By cutting the distance between Raipur and Visakhapatnam from 590 km to 464 km, travel time will be reduced from 14 hours to 7 hours.  This expressway goes beyond its immediate path, planning to connect with the Eastern Economic Corridor, further boosting regional connectivity and economic opportunities.

The total project cost is estimated at approximately INR 16,482 crore (USD 183.5 million), based on the Detailed Project Reports (DPRs) submitted by the three states involved in the project: Chhattisgarh, Odisha, and Andhra Pradesh.

Challenges During Construction

The construction of the Visakhapatnam-Raipur expressway faces several challenges:

Land Acquisition: This is a major hurdle, with projects worth INR 9,500 crore held up due to difficulties acquiring land in the Vizianagaram district. The district administration is taking steps to expedite the process.

Environmental Impact: The highway development can have significant detrimental impacts on nearby wildlife and the environment. Specific measures, like animal crossings and monkey canopies in Udanti Wildlife Sanctuary, are being proposed to mitigate these impacts.

Environmental Regulations:  Environmental impact assessments are crucial to account for potential harm and are a legal requirement for obtaining financial support. Completing these assessments can add complexity to the project timeline.

Raipur Vizag Expressway Opening Date

On 17th January 2025, NHAI announced Koraput segment of the six-lane Raipur-Visakhapatnam economic corridor construction is finished by more than 70% and is likely to be commissioned in October 2025. However, due to the delays faced, the expressway is now scheduled for completion in December 2026 (FY 2026-27). It is set to cut the distance from 597 km on the existing NH-26 to 465 km, saving 132 km and nearly seven hours of travel time.
