Project Overview

The Pudimadaka Green Hydrogen Hub (NGEL Green Hydrogen Hub) is being developed by NTPC Green Energy Limited, a subsidiary of NTPC Ltd, and NREDCAP (New & Renewable Energy Development Corporation Of A.P. Ltd), the renewable arm of the Govt of Andhra Pradesh.
It is being developed as the first Green Hydrogen Hub under the National Green Hydrogen Mission near Pudimadaka village in Anakapalle district, close to Vishakhapatnam, in Andhra Pradesh.
It is being built with an investment of INR 1.85 lakh crore to produce 1500 TPD (tonnes per day) of green hydrogen and 7500 TPD green hydrogen derivatives including Green Methanol, Green Urea, and Sustainable Aviation Fuel). This project is one of the top upcoming renewable energy projects in India.
Project Background

The NGEL Green Hydrogen Hub is planned across 1200 acres as a one-stop solution for green chemicals and sustainable manufacturing. Once fully operational, the hub will harness 7 GW of renewable energy and export over 2.5 million tons of green chemicals annually.
The Andhra Pradesh government allocated 1,200 acres of land at Pudimadaka in 2014 for setting up a 4,000 MW thermal plant however, this project was shelved in 2018 due to the Union Government's decision to reduce coal imports. After the visit by Fortescue Future Industries (FFI) a green energy arm of Fortescue Group of Australia in September 2022, the project of green hydrogen was proposed. Over time, NTPC has revised and proposed the green hydrogen hub.
On 21st February 2025, NTPC Green Energy Limited (NGEL) and Andhra Pradesh Industrial Infrastructure Corporation (APIIC) signed a Land Lease Agreement. On 8th January 2025, Prime Minister Narendra Modi laid the foundation stone for this project.
Project Location
The hub is located in Pudimadaka, Atchutapuram mandal, Anakapalle district, Andhra Pradesh, approximately 50 km from Visakhapatnam. It is 44 km from the Visakhapatnam Airport, and close to Gangavaram and Visakhapatnam Seaports.

Phase I: Phase I of the project is scheduled for completion by 2026, focusing on establishing core infrastructure and initiating production.
Phase II: Phase II includes electrical and water works and targets completion by 2027, expanding production capacities and derivative outputs.
Full Completion: The project is expected to be completed and fully operational by 2032.

The Pudimadaka green hydrogen hub project will include the development of a manufacturing facility, a green chemical zone, a chemical storage terminal, port infrastructure, a transmission corridor, a 7 GW substation, an 80 MLD desalination plant, an effluent treatment plant, and other relevant facilities.
The project will receive power supply through the 400kV NTPC Simhadri and 800/765kV Anakapalli substations, along with associated transmission lines. Freshwater requirements will be met via the Andhra Pradesh Industrial Infrastructure Corporation (APIIC) network, including the Yeleru Canal.

The entire project is estimated at INR 1.85 lakh crores (USD 22 billion), and the cost of Phase I of the NTPC green hydrogen hub is estimated at INR 1.1 lakh crores which is to be invested by the National Thermal Power Corporation (NTPC).
Pudimadaka Green Hydrogen Hub Project Status (2025)
The foundation stone was laid by Prime Minister Narendra Modi on 8th January 2025. A Memorandum of Understanding (MoU) was signed between NTPC Green Energy Limited (NGEL) and Honeywell UOP India Pvt Ltd (UOP) to explore the production of SAF (Sustainable Aviation Fuel) by conducting a feasibility study using Honeywell’s proprietary eFining™ technology and CO2 emissions captured from NTPC's power plants and green hydrogen.
