Neom Green Hydrogen Project Overview
The NEOM Green Hydrogen Project is built as the world's largest hydrogen facility that will produce 600 tonnes of clean hydrogen per day. It is currently under construction in NEOM, Saudi Arabia, as a joint venture by NEOM, Air Products, and Acwa Power.
The facility will use electrolysis to produce approximately 4 GW of renewable hydrogen, resulting in the production and global export of 1.2 million tonnes of ammonia annually. This hydrogen project will avoid about 5 million tonnes of CO2 emissions annually.
The green hydrogen will be produced using onshore solar and wind energy, with storage facilities supporting hydrogen production facilities. This makes it the world’s first commercially based hydrogen project powered entirely by renewable energy. On 2nd June 2025, NEOM announced that 80% of the construction has been completed across all its sites, including the green hydrogen facility, wind garden, solar farm, and transmission grid.
Project Background
The NEOM green hydrogen project is part of Saudi Arabia’s Vision 2030 to build a carbon free world in the future by harnessing global energy transition. The hydrogen project was announced in 2020 by the Saudi Arabia government and it was awarded to a consortium formed by NEOM, ACWA Power, and Air Products.

In Q2 2020, the construction of the first phase of the NEOM green hydrogen project began, in which Air Products was awarded the main EPC contract to construct the plant and the sub-EPC contract was awarded to L&T (Larsen & Toubro) one of the largest construction companies in India. The funds of USD 8.5 billion were acquired from several local, regional and international banks.
The project is under construction and is being built in multiple phases. Currently, about 80% of the construction has been completed. The construction is expected to be complete by mid-2026, and the electrolyzers and first ammonia production are expected to be delivered by 2027. This project is being built as part of the NEOM megacity near the northwestern region of the Red Sea, Saudi Arabia.

7th July 2020: Air Products, ACWA Power, and NEOM signed an Agreement for a USD 5 Billion Production Facility in NEOM
18th December 2022: NEOM Green Hydrogen Company (NGHC) signed facility agreements with local, regional, international banks and financial institutions, along with the execution of a commitment letter with the Saudi Industrial Development Fund (SIDF).
23rd December 2022: NEOM announced L&T Larsen & Toubro (L&T) as the sub-EPC contractor
8th June 2023: GE Grid Solutions was awarded a contract with Larsen & Toubro for three 380 kV gas-insulated substations to evacuate wind and photovoltaic (PV) power.
7th August 2023: Sungrow signed a contract with Larsen & Toubro (L&T) to supply inverter skid solutions for a 2.2 GWac PV plant. Sungrow signed a contract with L&T to supply 400 MWh energy storage systems comprising a DC capacity of 536 MW / 600 MWh to the project, and its 1+X modular inverter solution for the 2.2 GWac PV plant is another supply it will contribute to it.
May 2023: Achieved financial close of USD 8.4 billion, supported by USD 6.1 billion non-recourse loan from 23 local, regional, internationa,l and financial institutions, including SIDF and NIF.
January 2024: Baker Hughes was awarded a contract to provide advanced hydrogen compression technology for NEOM green hydrogen project.
June 2025: NEOM Green Hydrogen Company (NGHC) announced today that it reached 80% construction completion at the start of Q1 2025 across all project sites including the green hydrogen facility, wind garden, solar farm, and transmission grid.

Technical Specifications
The NEOM Green Hydrogen Project by Air Products will use a PEM (Proton Exchange Membrane) electrolyzer supplied by Thyssenkrupp. These electrolyzers will operate with a capacity of 2 GW, making it one of the world’s largest green hydrogen production facilities.
The clean energy produced at the NEOM Green Hydrogen Project will be converted into green ammonia using the Haber-Bosch process, where hydrogen is combined with nitrogen from the air at moderately high temperature and pressure to produce ammonia.

Air Products is the primary EPC Contractor (Engineering, Procurement, and Construction). They are the system integrator and off-taker for the NEOM green hydrogen project under a 30-year agreement.

Under this agreement, the green ammonia produced by NGHC (NEOM Green Hydrogen Company) will be purchased by Air Products. The sub-EPC contract has been awarded to L&T (Larsen & Toubro). ACWA Power is an equal partner, holding a 33.33% share in the joint venture with NGHC facility.
Envision Energy is the manufacturer of the wind turbines installed in the NEOM Green Hydrogen Project, which are supplied to Air Products. The PEM electrolyzer is supplied by Thyssenkrupp.

NEOM Green Hydrogen Project Status 2025
On 2nd June 2025, NEOM Green Hydrogen Company (NGHC) announced that it has reached 80% construction across all its sites, including the green hydrogen facility, wind garden, solar farm, and transmission grid.
NEOM planned at Oxagon as the world's largest green hydrogen plant has completed installation, including wind turbines, hydrogen storage vessels, electrolysers, the cold box, and pipe racks. The construction of this 4 GW solar and wind power generation is expected to be completed by mid-2026. The electrolysers and the first ammonia product are expected to be commissioned by 2027.
