Project Overview

The Hadera desalination plant is one of the top 5 desalination plants in Israel. It is recognized as one of the world’s largest SWRO (Seawater Reverse Osmosis) plants. The Hadera desalination facility is designed to improve Israel’s water supply. It provides drinkable water for over 1 million people.

This plant, commissioned in 2009, produces 525,000 cubic meters of fresh water per day. This RO plant converts seawater into fresh drinking water using reverse osmosis desalination technology. The Hadera sea water desalination plant was constructed & is operated by a consortium. It includes IDE Technology Ltd, and Housing and Construction Holding Co. Ltd. 

 

It is designed to minimize the use of chemicals in the pretreatment stage to improve the RO membrane lifespan up to 75%. Additionally, it focuses on reducing overall energy consumption by providing high-quality water to Israel. It was awarded “Deal of the Year” by The Euromoney Project Finance Magazine in 2007.

 

Project Background

The Hadera water treatment plant was initiated in the Q1 of 2007. The EIB (European Investment Bank) financially supported the project with a proposal of EUR 125 Million. This project was awarded by the Israeli government to a consortium of IDE Technologies Ltd and Housing and Construction Holding Co Ltd. in 2007. It is also one of the largest desalination plants in the Middle East.

This plant was built using IDE’s Pressure Center design in an extremely narrow footprint. The Hadera salty water desalination plant is equipped with a Boron Removal system and other advanced technologies at the time of construction to increase efficiency and provide high-quality potable water. Initially, the plant was designed with a production capacity of 100 Million cubic meters of potable water per year. 

 

In 2009, the Hadera salt water desalination plant was expanded to deliver 27 Million cubic meters of potable water per year. The overall production capacity is now 127 Million cubic meters of potable water. This desalinated water is provided to the Israel Water Authority.

Project Location

The Hadera desalination plant was constructed on the grounds of Rabin Lights power station in Hadera. This plant is located on the Mediterranean Sea coast 50 km north of Tel Aviv.

Western Galilee is one of its major sources to perform seawater desalination processes. Thus, it reduces the desalination process time to 90 minutes only.

 

Additionally, it also helps in easy brine discharge after the completion of the desalination process.

 

Project Cost

The initial proposed finance for the Hadera plant construction of 100 Million cubic meters per year was NIS 1.5 Billion (USD 400 Million). This project was built through BOT (Build-Operate-Transfer). 

 

The Hadera plant was expanded to produce an additional 27 Million cubic meters of potable water. The proposed finance by the EIB was EUR 35 Million. However, the total expansion of the project cost up to EUR 70 Million.

Shikun & Binui (S&B) sold its 50% shares in the Hadera desalination plant to IDE Technologies Ltd in 2016. As per the contract signed, the commercial operation of the plant started in 2010 and is applicable till 2032. The compensation for desalinated water is divided into fixed and variable components. S&B sold its shares to IDE Technologies Ltd for NIS 80 Million (USD 25 Million) in 2016.

 

Project Expansion

The Hadera RO desalination plant was initially built with a capacity of 100 Million Cubic meters per year in 2007. In 2009, due to increased water supply demand the plant was expanded with an additional production capacity of 27 Million cubic meters per year. 

 

This expansion was financed by EIB with EUR 70 Million. The main objective of this expansion is to increase potable water in water-scarce regions. The Hadera Desalination Plant plays a vital role in addressing the water scarcity challenges faced by Israel, by bridging the gap between water demand and supply in the region.
