Vietnam’s Ministry of Industry and Trade has proposed the establishment of two inter-regional renewable energy service and industry hubs, as the country intensifies efforts to meet its clean energy goals and enhance regional energy cooperation.

The northern hub is expected to be developed across key provinces including Hai Phong, Quang Ninh, and Thai Binh, with possible expansion into surrounding areas. It would serve as a center for manufacturing wind and solar power equipment, and provide logistics services and specialized seaports to support renewable energy infrastructure.

Under the national energy plan, Vietnam aims to significantly increase its renewable energy capacity by 2030. Targets include:

Solar power: 46,459–73,416 MW

Onshore wind power: 26,066–38,029 MW

Offshore wind power: 6,000 MW (2023 target), increasing to 17,032 MW by 2035

Hydropower: 33,294–34,667 MW

Coal and gas: 68,509 MW combined

These figures reflect Vietnam’s commitment to a diverse energy mix, with renewable sources playing an increasingly central role.

Strengthening Regional Energy Trade

Vietnam also plans to deepen electricity trade with neighbouring countries. Imports from hydropower-rich Laos could reach 9,360 to 12,100 MW by 2030. On the export side, Vietnam is targeting 400 MW in electricity sales to Cambodia within the same timeframe.

Electricity export is emerging as a strategic component of Southeast Asia’s energy cooperation, positioning Vietnam as a potential regional supplier.

Focus on Green Hydrogen and Ammonia

The ministry is prioritizing the development of new energy sources derived from renewables, especially green hydrogen and green ammonia, aimed at both domestic consumption and export. These initiatives will be concentrated in areas with strong renewable potential and grid connectivity, targeting a generation capacity of 15,000 MW mainly from offshore wind.

The ministry will submit electricity export proposals to relevant authorities on a case-by-case basis to ensure alignment with Vietnam’s regulatory framework.

Vietnam’s move to develop renewable energy hubs aligns with its broader transition to a cleaner energy economy and its ambition to become a regional leader in sustainable power.
