UPPCL Issues 375 MW/1500 MWh Battery Energy Storage Tender in Uttar Pradesh
The Uttar Pradesh Power Corporation Limited (UPPCL) has released a Request for Selection (RfS) for the development of 375 MW/1500 MWh standalone Battery Energy Storage Systems (BESS) in the state. The projects will be connected to the state transmission utility and are supported with viability gap funding under the Power System Development Fund (PSDF).
The initiative is part of UPPCL's plan to maintain energy security, handle peak demand, and effectively incorporate renewable energy. This tender represents a major step forward for Uttar Pradesh in implementing large-scale energy storage, a vital technology for integrating renewables and ensuring grid stability.
Financial Requirements and Guarantees
Bidders are required to submit an Earnest Money Deposit (EMD) of INR 8,96,000 per MW per project. The EMD must be provided in the form of an electronic bank guarantee through the NeSL platform and remain valid for 12 months from the last date of bid submission. Alternatively, bidders may also submit a Payment on Order Instrument (POI) issued by IREDA, REC, or PFC, covering all conditions under which the EMD may be encashed.
The EMD is strictly enforced, and in cases of withdrawal, misrepresentation, or failure to furnish further guarantees, it will be forfeited. Once selected, successful bidders will also have to provide a Performance Bank Guarantee (PBG) of INR 22,40,000 per MW. This guarantee must be submitted prior to the signing of the Battery Energy Discharge Purchase Agreement (BEDPA) and remain valid up to nine months after the scheduled commissioning date of the project.
The PBG ensures that project developers commit to timely execution and compliance with contractual obligations. On successful submission of the PBG, UPPCL will release the EMD provided earlier.

Bidding Timeline and Process
The bidding process follows a strict timeline, with the date of issuance of the RfS considered the zero date (A). A pre-bid meeting will take place ten days later, allowing prospective bidders to clarify queries and understand terms. The deadline for bid submission is 30 days from the issuance of RfS. Letters of Award (LoA) will be issued 45 days after bid submission. Selected developers must apply for grid connectivity within 30 days of receiving the LoA.
The signing of the BEDPA will take place within 30 days of LoA issuance, marking the effective date of the agreement. Financial closure must be achieved within 12 months from this date. The RfS clearly states that the validity of bids will extend for 12 months from the last date of submission. Bidders are responsible for their own preparation costs, regardless of the outcome of the process.
Terms and Conditions
UPPCL reserves the right to cancel the tender or reject bids at any stage without providing reasons, though processing fees will be refunded in such cases.
