T1 Energy Wins Rezoning Approval to Convert Norway's Giga Arctic Facility Into Data Center in Europe

T1 Energy Inc. (an energy solutions provider) has secured a key regulatory milestone in its push to repurpose its sprawling industrial campus in northern Norway, after local officials approved a zoning change that opens the door to data center development at the site.

Rezoning Clears Path for Mo i Rana Data Center

A committee of the Mo i Rana municipal government approved a permit allowing 161,000 square feet of T1 Energy's Giga Arctic campus to be rezoned for either industrial use or data center operations. The decision marks a significant step in the Austin, Texas-based company's efforts to extract value from its European asset portfolio.

The approval covers only a portion of the 926,000-square-foot Giga Arctic building. The remainder of the facility continues to be zoned for industrial development, though T1 noted that a future government vote could expand the zoning designation if additional grid capacity is allocated.

T1 Energy holds a 50-year lease on the Giga Arctic site, with options for extension. The facility is located within an industrial park in northern Norway and is supplied primarily by hydropower resources, giving it access to what T1 describes as some of Europe's lowest-cost electricity.

 

50 MW Initial Capacity With Expansion to 396 MW in Sight

T1 Energy said it expects a 50-megawatt data center to be operational at the site by 2027, with a pathway to further expansion. The company holds a position in the grid capacity queue for a total of 396 MW and believes the existing building is large enough to house a data center of that scale.

The company is pursuing what it calls a value optimization initiative and described the Giga Arctic conversion as one of multiple pathways to monetize the brownfield facility. T1 said it is engaged in active discussions with multiple counterparties to explore potential structures and strategies for the project.

Dan Barcelo, T1 Energy's Chairman and CEO, framed the rezoning decision as a forward-looking move by local authorities. "The people of Mo i Rana, Norway, today took a step towards the future and showed leadership in a future of AI and technology abundance with the approval of T1 Energy's plan to convert Giga Arctic into a world-class data center," Barcelo said. "We are in active discussions with multiple counterparties to find a strategy to unlock shareholder value."

Site Advantages Underpin Data Center Strategy

T1 Energy highlighted several characteristics of the Mo i Rana location that it believes support the data center development thesis. Beyond low-cost hydropower electricity, the company cited local community support for the project and access to what it described as strong human capital in technology and industry.

The Giga Arctic building itself is described by T1 as a state-of-the-art structure. At 926,000 square feet, the facility provides substantial physical capacity to accommodate large-scale data center infrastructure if the company is able to secure the necessary grid allocations and commercial arrangements to expand beyond the initial 50 MW phase.

Part of a Broader European Asset Review

The Giga Arctic data center push sits within a wider strategic review T1 Energy is conducting of its European holdings. The company, which trades on the New York Stock Exchange under the ticker TE, describes itself primarily as an energy solutions provider building an integrated United States supply chain for solar manufacturing.

 

It completed what it characterized as a transformative transaction in December 2024 that positioned it as one of the leading solar manufacturing companies in the country.

While its core operations are focused on the United States, T1 has stated explicitly that it is exploring value optimization opportunities across its portfolio of assets in Europe. The Giga Arctic rezoning represents one concrete outcome of that review.

Commercial Discussions Ongoing

T1 Energy did not disclose the identity of any parties it is in discussions with regarding the Giga Arctic data center, saying only that it is engaged in conversations with multiple parties.

 

The company also did not specify what commercial structures it is considering, whether that involves leasing capacity to hyperscalers, partnering with a data center operator, or another arrangement entirely.

The company acknowledged in its forward-looking statement disclosures that the plans carry risks, including uncertainties related to the continued availability and suitability of the Giga Arctic facility, applicable zoning, and the company's ability to execute on its broader development ambitions.

 

T1 referenced its Annual Report on Form 10-K for the year ended December 31, 2025, filed with the Securities and Exchange Commission on March 31, 2026, as containing a fuller discussion of those risk factors.

What the rezoning does provide, at a minimum, is regulatory certainty for the first phase of the project. With local authorities in Mo i Rana having formally approved the conversion of a defined portion of the campus, T1 Energy now has a legal foundation from which to advance commercial negotiations and technical planning for a 50 MW facility it is targeting to bring online within the next year.
