Solarigo has submitted a zoning initiative for the Toholampi Hybrid Park, a planned approximately 250-megawatt project that the Finnish renewable energy developer describes as the largest in its history and one of the most significant solar and energy storage projects in the country.
A Landmark Project for Solarigo and Central Ostrobothnia
The submission of the zoning initiative marks the formal beginning of the planning process for the Toholampi Hybrid Park. The project is planned to be located mainly on agricultural land and partly on peatland in the Central Ostrobothnia region of Finland. If realised, it would represent the largest single project Solarigo has undertaken to date.
Tomi Rumpunen, Head of Project Development at Solarigo, described the project as a meaningful step forward for the company. "Toholampi is a major step forward for us. The project combines large-scale solar power with energy storage and supports the development of the region's energy infrastructure as a whole. At the same time, it strengthens Central Ostrobothnia's position as an attractive destination for renewable energy investments," Rumpunen said.
The hybrid park concept brings together utility-scale solar power generation with electricity storage capacity, a combination that Solarigo positions as central to supporting the broader Finnish energy system as the country continues expanding its renewable energy base.
Grid Connection and Energy Storage Infrastructure
A key enabler for the project is a planned substation in the Ullava area, which would allow electricity generated at the hybrid park to be connected to the national grid.
The inclusion of energy storage in the project design is intended to help balance the electricity system and allow more efficient use of the renewable energy produced on site.
The planned substation represents infrastructure that would serve not only the Toholampi Hybrid Park itself but would more broadly support electricity connectivity for the surrounding area.
Solarigo has framed the project as contributing to the development of regional energy infrastructure as a whole, though specific technical details of the storage component and grid connection arrangements are expected to be elaborated as planning advances.

Environmental Studies and Assessment Status
Solarigo states that extensive preliminary studies were carried out during the preparation phase for the project, with a significant portion of that work focused on mapping the natural values of the site.
The company says the purpose of these early surveys is to identify the characteristics of the area and incorporate them into the planning process at the earliest possible stage.
Based on current plans, Solarigo has indicated that no need for a formal environmental impact assessment procedure has been identified for the project. The company has said that impacts will be assessed in greater detail as planning progresses, in cooperation with the municipality, relevant authorities and other stakeholders.
Economic Impacts for the Region
The project is expected to generate investment and employment impacts for the Toholampi area, with those effects anticipated to be most pronounced during the construction phase.
Solarigo has noted that the scale of these economic impacts will be specified further as project planning advances and has not provided specific figures at this stage.
The company has described the project as supporting the development of renewable energy investment in Central Ostrobothnia more broadly, framing the region as an increasingly attractive destination for such projects.
Community Engagement Plans
As part of the zoning process, Solarigo has committed to organising a public event designed to present the project to local residents, landowners and other interested parties. The event is also intended to provide an opportunity to collect views and feedback that can inform further planning decisions.
Rumpunen underlined the company's commitment to an open planning process. "We want to engage in open dialogue with local stakeholders and ensure that the planning takes into account the area's specific characteristics as well as the perspectives of different stakeholder groups. The zoning phase provides a good opportunity for this," he said.
The public engagement component reflects requirements and expectations associated with the Finnish zoning process, which provides a formal mechanism for community input before major land use decisions are finalised.
Context Within Solarigo's Broader Activity
The Toholampi Hybrid Park announcement comes as Solarigo has been active on several fronts in the Finnish renewable energy sector.
The company recently announced a turnkey battery energy storage system solution for its Honkisaarenneva solar park and has been working with NSC to develop multi-market control systems for solar and hybrid power plants. Solarigo has also joined the EU SUNVIBE project, under which new European inverter technology is to be tested at a facility in Haapajärvi.
