SJVN Green Energy Issues Tender For 401 MW Solar Projects In Maharashtra Under PM Kusum Component C

SJVN Green Energy has floated a Balance of System Package tender for setting up 28 solar projects with a cumulative capacity of 401 MW under MSKVY 2.0 (PM Kusum Component C) in Maharashtra. The tender was issued on August 20, 2025, with bid submissions closing on September 9, 2025.

Project Timeline and Requirements

The solar projects must be completed within 12 months from the award date. Bidders are required to offer comprehensive operation and maintenance services for three years as part of their proposal. The last date for submission of bids is September 9, 2025, until 2:00 PM, with techno-commercial bids opening on the same day at 3:00 PM.

 

Participants must pay INR 5,900 as an attendee document fee and furnish INR 5.28 lakh per MW as an earnest money deposit (EMD). The land required for the solar projects shall be arranged by the Balance of System contractor, except for land parcels for which SGEL has executed agreements.

Technical Eligibility Criteria

Bidders must meet specific technical qualifications based on their experience in the last 10 years. They must have designed, supplied, erected or supervised erection, and commissioned EPC or Balance of System of Solar Photo Voltaic based grid-connected power plants with cumulative installed capacity of 30 MWp or higher. At least one plant must be of 10 MWp or higher capacity, and this reference plant must be in successful operation for at least three months prior to the last day of the month previous to the one in which the Notice Inviting Tender is issued.

 

Alternatively, bidders can qualify if they have been developers of Solar Photo Voltaic based grid-connected power plants with cumulative installed capacity of 30 MWp or higher capacity, with the same capacity and operational requirements. A third qualification path allows bidders who have executed industrial projects in power, steel, oil and gas, petro-chemical, fertilizer, cement, coal mining including coal handling plants, or other process industries, or infrastructure development projects valued at INR 88 lakh per MW in a single project within the last 10 years.

Additional Technical Requirements

All bidders must have executed at least one electrical sub-station of 33 kV or above voltage level, consisting of equipment such as 33kV or above voltage level circuit breakers and power transformer, either as a developer or EPC contractor. This sub-station should be in successful operation for at least six months prior to the last day of the month previous to the one in which the Notice Inviting Tender is issued.

Financial Eligibility

For financial qualification, bidders must demonstrate an annual average turnover of INR 88 lakh per MW for the last three financial years. This financial requirement ensures that participating companies have sufficient financial capacity to execute the 401 MW solar project portfolio under the MSKVY 2.0 scheme.

 

The tender represents a significant opportunity under the PM Kusum Component C program, which focuses on solar power development in Maharashtra. The 28 individual solar projects collectively forming the 401 MW capacity will contribute to the state's renewable energy targets under the national solar mission framework.
