SECI Opens Bidding for 1,200 MW Solar Projects with 3,600 MWh Storage

The Solar Energy Corporation of India (SECI) has issued a Request for Selection (RfS) for developers to build 1,200 megawatts (MW) of solar photovoltaic (PV) projects integrated with 600 MW/3,600 megawatt-hours (MWh) of energy storage systems (ESS). Released on June 19, the initiative aims to accelerate solar-plus-storage development across India under a build-own-operate model.

 

Under the RfS terms, developers can bid for project capacities ranging from a minimum of 50 MW to a maximum of 600 MW, in increments of 10 MW. Each MW of solar capacity must be supported by at least 0.5 MW/3 MWh of storage. The projects can be located anywhere in India and must be fully financed, developed, and operated by the selected bidders, including land procurement, connectivity, and regulatory clearances.

 

Energy delivery is required to meet a daily supply of 3,000 kilowatt-hours per MW during peak hours. Additionally, developers may use the storage systems for third-party sales during non-peak hours, provided the contracted supply to SECI is maintained.

Bidding Terms and Timeline

To participate, developers must submit a non-refundable document fee of INR 50,000 plus applicable GST. A Bid Processing Fee of INR 20,000 per MW, up to INR 20 lakh, is also required. The Earnest Money Deposit (EMD) is set at INR 15,93,000 per MW, payable via bank guarantee, Payment on Order Instrument (POI), or Insurance Surety Bond.

 

The projects will be awarded through an electronic bidding process followed by an e-reverse auction. The Scheduled Commencement of Supply Date (SCSD) is 24 months from the effective date of the Power Purchase Agreement (PPA), with a grace period of up to six months permitted.
