Scout Clean Energy, a leading North American renewable energy developer, owner, and operator, announced on October 7, 2026, the signing of a Virtual Power Purchase Agreement (VPPA) with Oracle for a majority of the output of Scout's operational 300-megawatt Ranchero Wind Farm in Crockett County, Texas.

Deal Overview

The agreement represents a significant commercial milestone for one of the cornerstone assets in Scout's portfolio and ties the Texas wind project to Oracle's broader renewable energy procurement strategy in the state.

The VPPA is part of Oracle's recently announced investment in over 1.7 gigawatts of renewable energy projects in Texas. Under the agreement, Oracle will take a majority of the output of the Ranchero Wind Farm, which has been operating since reaching commercial operations in 2019.

Michael Rucker, Chief Executive Officer and Founder of Scout Clean Energy, characterized the deal as an important endorsement of the project.

"Oracle is an outstanding partner, and we're proud to be a part of their ambitious investment in Texas renewable energy," Rucker said. "Ranchero is one of the cornerstone projects in Scout's portfolio, and this PPA only adds to its outstanding profile."

About the Ranchero Wind Farm

Ranchero Wind Farm, located in Crockett County, Texas, holds a notable position within Scout's operating fleet. The 300 MW project reached commercial operations in 2019 and is Scout's largest operating renewable energy project to date.

According to Scout, Ranchero produces enough electricity each year to cover the annual electricity usage of 177,000 homes. Beyond its energy output, the project is also a substantial contributor to local government funding: over its lifetime, Ranchero will contribute more than USD 57 million in property taxes to Crockett County.

Oracle's Clean Energy Commitment

For Oracle, the VPPA supports the company's stated goals around responsible data center development and carbon-free electricity procurement. Julia Robin, Head of Infrastructure Planning for Oracle Cloud Infrastructure, connected the deal to the company's approach to data center growth amid rising demand for artificial intelligence computing.

"Oracle is committed to developing data centers responsibly, especially as AI demand grows. This includes investing in carbon-free electricity that supports the Texas grid," Robin said.

"The Ranchero Wind Project supports our goal to match 100 percent of our custom AI data center electricity with carbon-free electricity by 2035, while enabling a more reliable, resilient, and affordable energy system for Texans."

The Ranchero agreement forms part of Oracle's recently announced investment in more than 1.7 GW of renewable energy projects across Texas, positioning the wind farm as one component within a larger procurement portfolio supporting the company's data center operations in the state.

Scout Clean Energy's Portfolio and Backing

Scout Clean Energy, headquartered in Boulder, Colorado, is a renewable energy developer-owner-operator responsible for the development of approximately 2,000 MW of operating and under-construction renewable energy assets in the United States, of which 1,200 MW are owned and operated by the company.

Led by renewable energy veterans, Scout is currently developing a pipeline of more than 22,000 MW of wind, solar, and storage projects across 23 states.

Scout Clean Energy is a portfolio company of Brookfield, the global investment firm whose backing supports Scout's development and ownership activities across its multi-state project pipeline. The company describes itself as a leading North American renewable energy developer, owner, and operator.

Market Context: Corporate PPAs and Texas Wind

The transaction reflects the continued use of virtual power purchase agreements as a structure through which large corporations contract for renewable energy output. Under a VPPA, the buyer enters into a financial contract for differences tied to a renewable project's output rather than taking physical delivery of the electricity.

While the source announcement does not detail the financial terms of the Scout-Oracle agreement, it identifies the structure as a VPPA covering a majority of the Ranchero Wind Farm's output.

Texas remains a central market for both wind development and corporate renewable procurement, with Oracle's 1.7 GW commitment representing one of the state's larger announced corporate renewable investments.

The Ranchero project, operating in Crockett County since 2019, sits within the state's wind resource region, and the new agreement channels a majority of its output toward Oracle's clean energy matching goals.

Statements from the Parties

Both companies emphasized the strategic fit of the agreement in their public statements. Scout's Rucker highlighted Ranchero's standing within the company's portfolio, calling it one of its cornerstone projects and noting that the PPA adds to the project's profile.

Oracle's Robin framed the deal within the company's infrastructure planning for AI-driven data center growth, linking the project to the company's target of matching 100 percent of its custom AI data center electricity with carbon-free electricity by 2035.

The announcement did not disclose the financial terms of the VPPA, the specific volume of energy contracted, or the duration of the agreement. It also did not specify which additional renewable projects are included in Oracle's 1.7 GW Texas investment beyond the Ranchero Wind Farm.

About the Companies

Scout Clean Energy is headquartered in Boulder, Colorado. The company's development pipeline spans more than 22,000 MW of wind, solar, and storage projects across 23 states, with approximately 2,000 MW of assets operating or under construction and 1,200 MW owned and operated. Press inquiries for Scout can be directed to Will Patterson.

Oracle Cloud Infrastructure, through its Head of Infrastructure Planning Julia Robin has publicly tied its data center expansion to carbon-free electricity procurement, with the Ranchero Wind Project cited as supporting the company's 2035 clean energy matching goal for custom AI data centers.

The VPPA between the two companies marks the latest instance of a major technology company contracting directly with an operating wind project in Texas as part of a broader renewable energy investment strategy in the state.
