Rajasthan Solar Park Development Co. Ltd. has concluded an auction for 2,450 MW of solar capacity paired with 1,600 MW/6,400 MWh of battery energy storage systems (BESS), with Coal India winning the lowest tariff of USD 0.0359/kWh.

The tender, conducted at the Pugal Solar Park, sought to procure solar capacity integrated with large-scale storage and forms part of a broader strategy to stabilize grid supply by mitigating the intermittency of solar power through large-scale storage integration.

Auction Conclusion Marks Milestone for Solar-Plus-Storage

The auction marks a significant milestone in India's transition toward round-the-clock renewable energy.

By combining solar generation with battery storage at the Pugal Solar Park, the initiative is designed to address one of the central challenges of renewable energy deployment: the variability of solar output and its impact on grid stability.

Bid Structure and Results Across Two Lots

The auction was structured into two distinct lots, with different levels of participation and a narrow spread of winning tariffs.

Lot 1, covering 2,000 MW, saw 31 bidders compete against a starting tariff of USD 0.0423/kWh. NLC India and Rama Reflection India emerged as winners in this lot, securing 1,000 MW and 250 MW, respectively, at a tariff of USD 0.0371/kWh. Coal India secured the remaining 750 MW in Lot 1 at USD 0.0372/kWh.

Lot 2, comprising 450 MW, attracted 17 bids. In this lot, Coal India won 225 MW at the lowest discovered tariff of USD 0.0359/kWh, while LEO Energies secured the balance of 225 MW at USD 0.0360/kWh.

Taken together, the results assigned the full 2,450 MW of solar capacity and the associated 1,600 MW/6,400 MWh of BESS across four winners: NLC India, Rama Reflection India, Coal India, and LEO Energies. Coal India emerged as the largest single winner, with a combined 975 MW across both lots, including the lowest tariff discovered in the auction.

A Wide Range of Quoted Tariffs

One of the most striking features of the auction was the disparity between the lowest tariff of USD 0.0359/kWh and the highest quoted tariff of USD 0.0699/kWh. That gap highlights a wide variance in internal assumptions among bidders regarding capital expenditure, battery degradation, and operational margins.

Such a spread suggests that developers entered the auction with materially different views on the underlying economics of solar-plus-storage projects at this scale. At the winning end of the spectrum, tariffs clustered tightly, from USD 0.0359/kWh to USD 0.0372/kWh across all four winners, indicating fierce head-to-head competition among the successful bidders, even as other participants quoted prices far above the clearing levels.

What the Results Signal for EPCs and Developers

For EPC contractors and developers, the results signal an intensely competitive landscape. The aggressive pricing indicates significant developer confidence in large-scale hybrid storage projects, despite concerns over battery and module cost volatility.

Discovered prices at these levels place considerable pressure on project economics. The ability of developers to maintain margins at such competitive price points will be a key consideration going forward, alongside future project execution timelines. Both factors are flagged as items to watch as the awarded projects move from auction to implementation.

The tight clustering of winning bids, with only USD 0.00126/kWh separating the lowest and highest winning tariffs, reflects the intensity of competition in the sector. For bidders that quoted tariffs as high as USD 0.0699/kWh, the outcome underscores how far their assumptions diverged from those of the winners, whether on capital costs, degradation projections, or margin requirements.

Context: Storage-Backed Solar at Pugal Solar Park

The Pugal Solar Park tender stands out for the scale of storage attached to the solar capacity.

The 1,600 MW/6,400 MWh BESS requirement implies a four-hour storage duration across the awarded capacity, integrated directly with the solar procurement rather than procured separately.

The structure of the tender, solar and storage bundled in a single auction, administered by Rajasthan Solar Park Development Co. Ltd., reflects the state's approach to procuring firm, dispatchable renewable capacity. The stated objective of the initiative is to stabilize grid supply by using large-scale storage integration to mitigate the intermittency inherent in solar power.

The level of participation also points to strong market interest: 31 bidders competed in Lot 1 and 17 in Lot 2, giving the auction a deep pool of contenders relative to the capacity on offer.

The starting tariff of USD 0.0423/kWh in Lot 1 was ultimately undercut by winning bids more than USD 0.00525/kWh below that level, showing the extent to which competitive bidding drove price discovery downward.

Outlook: Execution and Margin Discipline in Focus

Attention now turns from price discovery to delivery. Industry observers point to two questions that will shape the narrative around this auction in the months ahead: whether developers can hold to project execution timelines and whether they can sustain margins at the discovered price points of USD 0.0359/kWh-USD 0.0372/kWh.

The answers will matter not only for the four winners, NLC India, Rama Reflection India, Coal India, and LEO Energies, but also for the broader market for solar-plus-storage procurement in India. The auction's aggressive pricing demonstrates developer appetite for large-scale hybrid storage projects, even amid volatility in battery and module costs.

How the awarded projects perform against their timelines and financial assumptions will provide a test of whether tariffs at this level are sustainable across future tenders of this kind.
