rPlus Energies (renewable energy company) has announced two significant milestones in Ada County, Idaho, marking what the Salt Lake City-based developer describes as the latest chapter in its ongoing investment in the state's energy infrastructure.

The company has successfully commissioned the 125-megawatt Pleasant Valley Solar 2 project and simultaneously broken ground on the 400-megawatt Blacks Creek Energy Center, pushing rPlus Energies past the 1-gigawatt threshold of solar and storage development across Idaho when combined with its existing and contracted projects.

Two Projects, One Announcement

The dual announcement covers projects at distinct stages of development. Pleasant Valley Solar 2, rated at 125 MWac, has reached full commissioning, meaning it is now operational and delivering power. The Blacks Creek Energy Center, a substantially larger 400 MWac facility, has just entered the construction phase. Both projects are located in Ada County, Idaho.

Together, the two projects represent a combined investment of more than USD 750 million in Idaho, according to rPlus Energies. The company said the projects will create hundreds of construction jobs during the build-out phase, as well as permanent on-site positions once both facilities are fully completed.

Idaho Power's Role as Partner

Idaho Power is a key partner in both projects. Lisa Grow, President and CEO of Idaho Power, described the developments as important additions to the state's energy infrastructure and emphasized the utility's need to maintain a diversified portfolio of resources to meet rising demand.

"As Idaho's energy needs continue to increase, we need a balanced portfolio of energy resources," Grow said in the announcement. "We appreciate our strong partnership with rPlus Energies and the role these projects will play in helping provide reliable, affordable energy for our customers and communities."

Grow's comments reflect a broader context in which Idaho Power is navigating increasing electricity demand. The utility did not provide specific demand figures in the announcement, but its leadership characterized the new solar capacity as a necessary component of meeting evolving community needs.

Crossing the One-Gigawatt Milestone in Idaho

The commissioning of Pleasant Valley Solar 2 and the groundbreaking at Blacks Creek Energy Center push rPlus Energies past a notable threshold in Idaho. The company stated that, including projects already in operation, currently under construction, or under contract, it has now developed more than 1 gigawatt of solar and storage projects across the state.

Luigi Resta, President and CEO of rPlus Energies, framed the milestone as part of a long-term commitment to Idaho rather than a transactional development relationship.

Tax Revenue and Local Economic Impact

Beyond the direct investment figure, rPlus Energies pointed to Idaho's 3.5% solar energy tax on gross earnings as a mechanism through which both projects will generate ongoing revenue for the state and local taxing entities.

The company said the projects will also support local businesses and strengthen surrounding communities, though it did not quantify the projected tax contributions over the life of the facilities.

The combined USD 750 million-plus investment figure encompasses both the Pleasant Valley Solar 2 and Blacks Creek Energy Center projects. Construction activity on the 400 MW Blacks Creek facility is expected to be a significant source of near-term employment in the region, with permanent staffing to follow once the project reaches commercial operation.

Workforce Development Scholarships

Alongside the infrastructure investment, the Pleasant Valley Solar 2 project partners provided USD 375,000 in workforce development scholarships to students at Boise State University and the College of Western Idaho. The company described these contributions as part of an effort to prepare Idaho's next generation of skilled workers for careers in the energy sector.

The scholarship funding was specifically tied to the Pleasant Valley Solar 2 project partners and directed toward two Idaho educational institutions. rPlus Energies did not detail the specific fields of study or the number of individual scholarship recipients supported through the program.

Scale and Scope of Blacks Creek Energy Center

At 400 MWac, the Blacks Creek Energy Center will be substantially larger than Pleasant Valley Solar 2 once completed. The project has now entered the construction phase following the groundbreaking.

rPlus Energies did not announce a projected completion date or commercial operation date for Blacks Creek in its release, nor did it provide details on whether the facility will include energy storage components alongside the solar generation capacity.
