Pure DC Announces $8.58 Billion AI Data Center Campus in Finland

Pure Data Centers Group has launched what it describes as one of Europe's largest ever AI infrastructure projects, with a planned campus in Seinäjoki, Finland, capable of scaling to more than USD 8.58 billion in total investment and over 550 megawatts of IT capacity.

The pan-European and Middle East hyperscale cloud and AI data center platform announced the project, describing it simultaneously as one of Finland's largest ever inward investment projects and the largest ever undertaken by a UK company in the country.

A Phased Development Starting with 110MW

The first phase of the project, designated SJK01, involves an investment of over USD 1.72 billion to deliver a 110-megawatt AI campus. Pure DC confirmed that Phase 1 is already fully leased, with the substation for the first data hall constructed and live, and all planning permissions and power requirements secured.

 

The broader site has been set within 370 acres and is targeted to support over 550MW of IT capacity for mass-scale AI and machine learning workloads, subject to the necessary permissions and contracting.

The full campus build-out is projected to reach more than USD 8.58 billion in investment, placing it among the most significant AI infrastructure commitments on the continent. Access to more than 700 megavolt-amperes of renewable power has been cited as a key advantage, with the site benefiting from low energy costs and a stable grid.

 

Modular Design Built for High-Density AI Workloads

The development strategy at SJK01 is based on repeatable 40-megawatt modules described as AI-ready, built with Direct Liquid Cooling to support the high-density thermal demands of next-generation hardware. High-density data halls have been developed using a modular design intended to deliver efficiency, predictability, and speed of delivery.

The data halls will offer flexibility for future customer requirements, providing either air-cooled or liquid-cooled solutions. Both cooling approaches use closed-loop systems, which Pure DC says maintain zero water use in operation.

Jobs and Local Economic Impact in Seinäjoki

Pure DC is developing the campus in collaboration with local partner SDC Ventures. The project is expected to provide over 3,000 jobs during a decade-long construction period, with an emphasis on skilled roles and the use of local companies wherever possible. The development is also projected to improve local electricity and telecommunications infrastructure.

Jaakko Kiiskilä, Mayor of Seinäjoki Municipality, said the partnership between the region and Pure DC had been forged over the past two years. He highlighted that in addition to construction and permanent roles, business rates and property tax revenues would be reinvested to benefit local residents. He also pointed to plans for waste heat from the data center to be repurposed for the area's district heating network.

Pure DC has stated a commitment to developing a long-term skills pipeline through collaboration with Seinäjoki University of Applied Sciences and vocational institutions, with the aim of providing specialist skills training linked to immediate post-qualification employment. The company noted that it hopes to help reskill an area of Finland traditionally associated with forestry and paper-milling.

UK Government Backs Project as Sign of Industrial Strategy Ambitions

The Rt Hon Peter Kyle MP, Secretary of State for the UK Department of Business and Trade, provided a statement welcoming the announcement. He described it as an example of a British-headquartered firm thriving on the world stage and said the investment cemented the UK's position as a world leader in the AI space. He linked the project to the government's Modern Industrial Strategy and its ambitions for the UK's technology sector.

Laura Davies, British Ambassador to Finland, also commented on the announcement, describing the campus as a critical enabler of scientific excellence and a platform for industrial competitiveness and sovereign capability.

 

She noted that the UK and Finland both feature in the top ten of the Global Innovation Index and said the compute infrastructure would support both countries' ability to shape the future of AI.

Executive Leadership Frames Project as Ecosystem Creation

Gary Wojtaszek, Executive Chairman and Interim CEO of Pure DC, framed the Seinäjoki development in broad terms, arguing that countries building AI infrastructure over the next decade will shape the global economy for the next fifty years.

 

He said the company was not simply building data centers but helping to create one of Europe's most important AI ecosystems, capable of supporting global technology leaders as well as the next generation of Finnish entrepreneurs and innovators.

Wojtaszek cited Finland's engineering talent, abundant renewable energy, and culture of innovation — referencing Nokia as an example — as key reasons the country has the ingredients required to lead the AI transformation.
