Indian solar manufacturer Premier Energies and RCT India, part of Germany's RCT Solutions Group, have signed a binding term sheet to establish a joint venture for a 12GWh battery energy storage system manufacturing facility in Telangana, India.
The venture marks a significant strategic expansion for Premier Energies as it moves beyond its core solar cell and module manufacturing business into the broader clean energy sector.
Structure of the Joint Venture
The joint venture will operate under the name Premier Energies Storage Solutions Private Limited and will be developed through Premier Battery Technologies, a wholly owned subsidiary of Premier Energies.
The venture will focus on advancing battery energy storage solutions in India as part of the companies’ broader expansion into energy storage infrastructure.

Phased Development and Timeline
The proposed 12 GWh facility will be developed in phases, with the first phase planned at 6 GWh capacity.
The initial 6 GWh phase is expected to be established at Seetharampur in Telangana, with the full 12 GWh capacity planned to be developed through subsequent phases.

Target Markets and Manufacturing Scope
The Telangana facility is intended to serve demand for BESS across commercial, industrial, and utility-scale applications in both India and international markets.
The joint venture is also structured as an export-oriented manufacturing platform, with the partners planning to supply BESS products to overseas markets from India.
By combining Premier Energies' manufacturing capabilities with RCT's global energy-sector experience, engineering expertise, and international supply-chain network, the partners aim to develop what they describe as globally competitive BESS solutions for customers across key international markets.
RCT Solutions Group has more than 10 GW of expertise in setting up BESS-related projects worldwide, backed by dedicated in-house engineering and operational capabilities for gigascale battery storage development projects in Europe.
Strategic Context for Premier Energies
For Premier Energies, the partnership represents a strategic step in its evolution from a solar cell and module manufacturer into a broader clean-energy company with capabilities spanning multiple segments of the renewable energy value chain.
The planned battery manufacturing facility is aimed at supporting India’s growing energy storage requirements as renewable power capacity expands across the country.
The venture will focus on developing globally competitive battery energy storage system (BESS) products in India, with the facility expected to serve both domestic and international markets. The project will also leverage engineering, manufacturing, and execution capabilities to strengthen India’s position in the growing energy storage industry.
India's Domestic Manufacturing Gap
India is looking to expand domestic battery manufacturing capacity as demand for energy storage continues to grow alongside renewable power deployment. The country currently has limited domestic battery cell production capacity compared with the scale of its expected storage requirements, leaving the market heavily reliant on imports.
The gap is particularly significant in battery cells and upstream components, with imported cells accounting for a large share of supply. Expanding domestic manufacturing is therefore becoming increasingly important as India accelerates grid-scale energy storage and transport electrification.
The proposed battery manufacturing facility is expected to contribute to this effort by strengthening domestic production capabilities and supporting the development of a more self-reliant battery energy storage supply chain.
Regulatory Tailwinds
The joint venture announcement also follows a proposed regulatory change that could significantly increase the addressable market for domestic BESS manufacturers.
India's Central Electricity Authority proposed earlier that mandatory co-located energy storage be required for new ground-mounted solar and onshore wind projects from July 2027. The draft proposal calls for storage equivalent to at least 10% of project capacity, with storage duration requirements rising from two to four hours from July 2029.
The proposed Telangana facility is positioned by its developers as a contribution to the development of domestic BESS manufacturing capacity, while simultaneously serving as an export platform for international markets.
