PSA Mumbai Phase 2 inauguration makes it India’s largest container terminal
India achieved a significant milestone in maritime infrastructure today with the virtual launch of Phase 2 at Bharat Mumbai Container Terminal (BMCT) by Prime Minister Narendra Modi of India and Prime Minister Lawrence Wong of Singapore. Managed by PSA International at Jawaharlal Nehru Port (Nhava Sheva), this expansion makes PSA Mumbai the country’s largest standalone container terminal, increasing its yearly capacity to 4.8 million TEUs.
Senior dignitaries from the Government of Maharashtra and Singapore attended the inauguration ceremony. Officials highlighted how the expansion strengthens India–Singapore relations in the infrastructure sector, supported by PSA International’s long-term commitment and investments in India.
Expansion and Capacity Growth
The Phase 2 development has doubled BMCT’s earlier handling capacity of 2.4 million TEUs to 4.8 million TEUs. The terminal now features an extended quay length of 2,000 meters, equipped with 24 quay cranes and 72 rubber-tired gantry cranes (RTGs). Direct rail connectivity to the Dedicated Freight Corridor has also been integrated, enhancing multimodal efficiency.

Key Benefits of Phase 2 Development
The upgraded facilities at BMCT are expected to bring a host of benefits to India’s maritime and trade sector. With enhanced infrastructure, the terminal will significantly improve cargo-handling efficiency and ensure faster vessel turnaround times at the country’s busiest port. The expansion also strengthens India’s trade competitiveness by offering seamless connectivity to global markets, positioning Mumbai as a strategic hub for international shipping.
At the same time, the project is set to generate new employment opportunities and stimulate economic growth in Maharashtra. Backed by PSA International’s investment of over USD 2.3 billion in India, the development also reinforces bilateral cooperation between India and Singapore, underlining the terminal’s role as a critical driver of regional and national growth.
Phase 2 incorporates multiple sustainability-focused innovations, including energy-efficient electric RTG cranes, the adoption of renewable energy sources, and environmentally friendly concrete construction methods. These initiatives are projected to cut carbon emissions by around 69,000 tonnes of CO2 equivalents per year.
Timeline and Commissioning
The Phase 2 facilities were completed in June 2025 and formally commissioned on Thursday, September 4. The expansion is positioned to reshape regional logistics and trade dynamics by offering world-class port infrastructure.
Industry Outlook
Industry experts have acclaimed the development as a “game-changer” for Indian exports. With its state-of-the-art equipment and integrated multimodal infrastructure, PSA Mumbai is expected to play a central role in advancing India’s maritime growth and improving the country’s global trade competitiveness.
MoU on Green and Digital Maritime Initiatives
During Prime Minister Lawrence Wong’s official visit, the prime ministers of both countries also witnessed the exchange of a Memorandum of Understanding (MoU) focused on maritime decarbonization and digitalization. Under the agreement, India and Singapore will collaborate with industry partners to develop infrastructure and technologies that support zero- or near-zero-emission fuels.
The MoU also includes provisions for digital information exchange and joint research into emerging green technologies and solutions. This partnership is expected to accelerate ongoing efforts in both digitalization and decarbonization of the maritime sector.
