Overview Energy Wins Department of War OECIF Contract to Build Homing Beacon for Space-Based Solar Power Delivery

Overview Energy has been awarded a contract from the Operational Energy Capability Improvement Fund (OECIF), a Department of War program focused on maturing and demonstrating operational energy technologies, to design, build, and test the homing beacon for the company's space solar energy system. The announcement was made on September 30, 2026.


Contract Targets the Critical Space-to-Ground Link

The beacon is a ground-based device that military or commercial crews install at solar receiver sites. Once in place, it allows Overview's satellites, which collect solar energy in orbit, to locate the site, lock on, and beam power with high precision.

 

The satellites convert sunlight collected in orbit into a safe, invisible beam of near-infrared light, delivering it to existing ground infrastructure at any time of day.

Security is built into the transmission process. The system requires an active, authenticated beacon before a satellite will transmit energy, a safeguard the company says prevents signal spoofing and hijacking.

 

According to the company, the connection between space and the ground is the most critical element of space solar energy, and the homing beacon is what makes that connection precise and safe.

 

Warfighter Input Shapes the Design

Under the OECIF program, Overview engages directly with warfighters at operational sites. The company's team visits bases early in the design cycle to gather operational requirements, then returns with operational beacon hardware for field testing and user feedback. This iterative process is intended to ensure the final hardware reflects the needs of the personnel who will rely on it.

Darko Filipi, Co-CEO of Overview Energy, emphasized the role of end-user input in the development process. "Having proven the core technology during airborne demonstrations, this award allows us to build operational hardware shaped directly by end-user input," Filipi said.

Addressing a Persistent Military Logistics Problem

Military bases in remote and contested environments often depend on vulnerable fuel convoys to maintain power, a dependency that exposes supply lines to risk.

 

Overview's space solar energy system is designed to provide reliable, redirectable power without requiring fuel shipments or introducing single points of failure. Because the satellites beam energy to fixed receiver sites, capacity can shift across continents as mission requirements evolve.

The award is also characterized as a dual-use investment. Because the underlying technology directly supports the commercial energy sector, the program is intended to strengthen both military operational energy resilience and civilian grid capacity.

 

Overview's broader business model envisions satellites in geosynchronous orbit collecting solar energy around the clock and beaming it to receivers at existing and future utility-scale solar projects, with power shifting across continents in real time based on demand and without changes to ground infrastructure.

Hardware Tied to 2028 Demonstration and 2030 Constellation

The hardware produced under this contract has a defined path forward. It integrates directly into Overview's first satellite for the company's scheduled 2028 space solar energy demonstration. It also serves as the baseline ground hardware for the company's GEO satellite constellation, scheduled for deployment starting in 2030.

The company's technical foundations for the orbital platform were validated in a prior milestone: Overview has already achieved first-of-its-kind power beaming from a moving airborne platform, a flight test that validated the tracking and pointing systems planned for the orbital platform. Founded in 2022, the company is backed by leading investors in energy and aerospace.

About the OECIF Program

The Operational Energy Capability Improvement Fund is described as the Department of War's premier, joint operational energy investment program. OECIF operates in the pre-commercialization phase, using highly targeted science and technology investments to guide and mature advanced, first-of-a-kind operational energy technologies across warfighting platforms and domains. The OECIF award is not Overview's first engagement with the military. The company has previously been awarded a contract from the U.S. Air Force, through the Secretary of the Air Force for Installations, Energy, related to space solar energy in operational resilience, according to related announcements from the company.

Commercial Momentum Beyond Defense

The military contract arrives alongside commercial activity for the space solar startup. Overview Energy and Meta have announced a first-of-its-kind agreement and partnership to advance American-built space solar energy with initial deployment aimed at data centers, according to a prior company announcement. That agreement, like the OECIF award, reflects the company's positioning of space-based solar power as a technology serving both defense and civilian energy markets.

The company describes its mission as turning uninterrupted sunlight in space into directable energy on Earth. Its satellites will collect solar energy 24/7 in geosynchronous orbit and beam it to receivers on the ground as safe near-infrared light, with the ability to shift power across continents in real time based on demand.

With the OECIF contract now in hand, Overview will move into the design, build, and test phases of the homing beacon program, with field testing at operational sites and integration into the 2028 demonstration mission on the schedule ahead.
