The Government of Canada announced in Dartmouth, Nova Scotia, that it will commit USD 100 million to advance offshore wind development in the province. The Honourable Tim Hodgson, Minister of Energy and Natural Resources, made the commitment, which is intended to help secure the private investment needed to move projects like Nova Scotia's Wind West clean energy initiative from concept to development.
Federal Funding Targets Offshore Wind Development
According to Natural Resources Canada, Canada's east coast has some of the strongest winds in the world, and developing that natural advantage is being positioned as a transformative economic opportunity for Nova Scotia, Atlantic Canada, and the country as a whole.
The federal government says offshore wind can secure generational prosperity for the Atlantic region by making clean electricity a major new export for Nova Scotia, powering Canadian homes and businesses, attracting major investment, and creating thousands of jobs.
Wind West and the Atlantic Energy Strategy
Wind West is a Nova Scotia–led project to develop offshore wind farms and connect their electricity to customers. The project aims to generate enough zero-emissions electricity to power Nova Scotia's entire population and to export additional power beyond the province through new transmission infrastructure.
Wind West is a key component of the Atlantic Energy Strategy, which was referred to the federal Major Projects Office in September 2025. The strategy focuses on leveraging onshore and offshore wind, nuclear, and hydro power across Atlantic Canada to build a stronger, more connected grid.

Data Collection for the Call for Bids
A portion of the new funding is directed toward the preparatory work that must happen before wind turbines can be built. Of the USD 100-million commitment, USD 5 million will go toward the deployment of floating light detection and ranging (LiDAR)-mounted buoys.
These buoys will measure offshore wind speeds and ocean conditions, providing companies with reliable data to help them prepare for the upcoming project's Call for Bids. That Call for Bids will be launched by the Canada–Nova Scotia Offshore Energy Regulator in winter 2027.
In addition, Natural Resources Canada is providing nearly USD 3 million to Net Zero Atlantic. That funding will expand existing modelling to include the transmission of offshore wind power from Nova Scotia to Quebec, Ontario, and beyond and will support marine survey work to assist with transmission cable routing.
Ministers Highlight Economic and Competitive Stakes
Federal ministers framed the investment in terms of both economic opportunity and energy security. Minister Hodgson said Nova Scotia's world-class wind and highly skilled offshore workforce, developed through the legacy of offshore oil and gas, give Canada a competitive advantage in what he described as the potentially USD 1-trillion global offshore wind market. He said the government intends to seize that advantage by accelerating offshore wind development and strengthening Nova Scotia's position as a supplier of reliable, affordable, and clean energy to customers in the province and across Canada.
The Honourable Sean Fraser, Minister of Justice and Attorney General of Canada and Minister responsible for the Atlantic Canada Opportunities Agency, said offshore wind could transform Nova Scotia's economy and make clean electricity the province's largest export.
He noted the federal government is putting USD 100 million behind the work needed to attract investment and build the industry, citing jobs at home, more clean electricity to help keep costs down, and an economy that grows while cutting emissions. Fraser also connected the announcement to the Atlantic Economic Panel, saying the government is acting on the panel's ambitions just weeks after its report.
The Honourable Julie Dabrusin, Minister of the Environment, Climate Change and Nature, said the government is building clean energy projects across the country and moving fast.
She argued that as Canadians and businesses electrify how they heat, drive, and operate, clean power made in Canada protects families from global price shocks and gives Canadian industry a competitive edge. She said the USD 100-million investment moves Wind West forward and positions Nova Scotia as a major source of clean power for Canada's economy.
A Shift in Nova Scotia's Energy Position
Nova Scotia's representatives characterized the announcement as a change in the province's traditional role in Canada's energy system. The province's position, as stated in the announcement, is that Nova Scotia is no longer at the end of the energy transmission line but is instead the starting point.
The provincial perspective presented in the release described the announcement as another important step toward making Nova Scotia a global leader in offshore wind and said the partnership with the federal government will help unlock a generational economic opportunity that attracts investment, creates good-paying jobs, and strengthens the economy. According to the statement, the partnership is aimed not only at protecting the province's own grid but at powering Canada more broadly.
