Neoen, France's leading independent renewable energy producer, has commenced construction on three solar farms and one wind farm across the country, adding a combined 101 MW of capacity to its growing portfolio. The announcement, made in Paris on 24 September 2026, brings Neoen's total capacity in France to more than 2.5 GW in operation or under construction.

A Military Base Becomes the Region's Biggest Solar Site

The most prominent of the four projects is the BA 217 Solar Farm, a 41 MWp installation to be built at the Bretigny-sur-Orge military base in Essonne, south of Paris.

Spanning the municipalities of Plessis-Pâté and Bretigny-sur-Orge, the project was originally awarded to Neoen in 2021 through a tender process run by the French Ministry of the Armed Forces under its "Place au Soleil" initiative.

Construction was able to begin only after extensive clearing of unexploded ordnances at the site. Eiffage Energie Systèmes has been appointed to handle both the construction and maintenance of the farm, which is scheduled to begin operating in the first half of 2028. Upon commissioning, BA 217 will be the largest solar farm in the Île-de-France region.

Two Agrisolar Farms Blend Sheep Farming with Renewable Generation

Two of the four new projects are agrisolar farms, designed to combine agricultural activity with electricity production. The Saint-Just Solar Farm, rated at 30 MWp and located in the Cher department, will include the installation of a new sheep pen to house a flock of 150 sheep.

Construction and subsequent maintenance of the Saint-Just site have been contracted to Sireos. The farm is expected to enter operation in the first half of 2028.

The second agrisolar project, La Ferme des Cros Solar Farm in the Charente department, carries a capacity of 16 MWp. As with the BA 217 project, Eiffage Énergie Systèmes has been appointed to oversee its construction and maintenance. La Ferme des Cros is also scheduled for commissioning in the first half of 2028.

Both agrisolar farms reflect an approach that Neoen says involves close consultation with landowners, farmers, local stakeholders and government authorities to ensure the projects are integrated into their surrounding communities.

Wind Farm in Haute-Vienne to Power Equivalent of 12,000 Homes

The fourth project, the Moulin à Vent Wind Farm in the Haute-Vienne region, will consist of three wind turbines delivering a total output of 14 MW. The farm is projected to generate approximately 28.5 GWh of electricity annually, equivalent to the annual consumption of around 12,000 people, a figure Neoen describes as more than half the population of the Haut-Limousin en Marche area.

Construction of the Moulin à Vent project has been awarded to a consortium comprising Vestas, Atlas Fondations and Colas. Commissioning is scheduled for late 2027, making it the first of the four projects to become operational. As part of its community engagement for this project, Neoen is supporting a local cultural center in the Haut-Limousin area.

500 MW Launched in France So Far This Year

The four projects form part of a broader acceleration of Neoen's construction activity in France during 2026. Xavier Barbaro, Neoen Group CEO, noted that the French team has launched the construction of over 500 MW of capacity so far this year, which he described as a major contribution toward the company's global annual target of 2 GW of new capacity.

Neoen's total capacity in France now exceeds 2.5 GW in operation or under construction, of which 1.8 GW is owned by the company and 700 MW is managed on behalf of third parties.

The company stated that a further 300 MW is expected to enter construction in France over the next 12 months, pointing to a continuing pipeline of activity beyond the four projects announced this week.

Christophe Desplats-Redier, CEO of Neoen France, said the latest projects reflect the hard work and commitment of Neoen's French team, calling 2026 an important year for the company in France given the launch of several landmark projects. He also thanked local stakeholders, grid operator Enedis and Neoen's industrial partners.

Barbaro, commenting on the broader significance of the announcements, said the company is proud to be accelerating the transition to a low-carbon, competitive, and reliable energy future in France and globally.
