Natural Resources Wales has issued a Marine Licence to Llŷr Floating Wind Limited for a test and demonstration floating offshore wind facility to be positioned 35 kilometres off the Pembrokeshire Coast, marking one of the first projects of its kind at demonstration scale in Wales.
Project Location and Scale
The Llŷr Floating Offshore Wind Farm Project will be sited off the coast from Linney Head in Pembrokeshire. The facility is designed to develop and test floating offshore wind technology, which remains an emerging field within the wider renewable energy sector.
The project encompasses up to ten turbines, each reaching a height of up to 300 metres above sea level, along with their associated floating platforms, mooring lines and anchors.
To bring generated power to shore, the project includes plans for up to two offshore export cables, each approximately 50 kilometres in length. These cables are planned to make landfall at Freshwater West on the Pembrokeshire coastline.
Significance for Welsh Renewable Energy
The licence, granted, positions the Llŷr project among the first demonstration-scale floating wind developments in Wales. Floating offshore wind technology differs from conventional fixed-foundation offshore wind in that turbines are mounted on buoyant platforms anchored to the seabed rather than fixed directly to it, enabling deployment in deeper waters where fixed foundations are not viable.
Natural Resources Wales acts as the Marine Licensing Authority on behalf of the Welsh Ministers, giving it the regulatory responsibility to assess and determine applications for projects of this nature in Welsh waters.

Regulator's Statement
Ruth Jenkins, Head of Planning and Permitting Services and Marine Operations at Natural Resources Wales, said the organisation has a unique opportunity to address the climate emergency across a range of sectors and industries, including through its licensing powers to support Wales's transition to clean energy.
