Mingyang Smart Energy Signs MoU with BuhaWind for 2 GW Philippine Offshore Wind Project Feasibility Study

China's Mingyang Smart Energy has signed a Memorandum of Understanding (MoU) with BuhaWind Energy Northern Luzon Corporation (BENLC) for a joint feasibility study on BENLC's planned 2 GW offshore wind project in the Philippines. The partnership will focus on exploring offshore wind solutions specifically tailored for the Northern Luzon region.

Scope of the Joint Feasibility Study

Under the MoU, the two companies will jointly explore the suitability of Mingyang's offshore wind turbine models and technologies for marine and meteorological conditions in the Philippines. The partnership will perform energy yield and cost assessments and develop feasibility solutions tailored for local infrastructure.

Through this collaboration, Mingyang and BENLC will conduct a feasibility study to provide tailored floating solutions, engineering, and full life-cycle operations and maintenance (O&M) services for Northern Luzon. The study represents a comprehensive approach to developing offshore wind infrastructure in the region.

Project Ownership and Corporate Structure

BENLC serves as the Department of Energy's (DOE) service contractor for the project and operates as a subsidiary of PetroGreen Energy Corp. PetroGreen Energy Corp. is a member of the Yuchengco Group of Companies, with Japan's Kyuden International Corp. (KIC) participating as a minority partner.

The corporate structure behind the project involves multiple international partnerships. Copenhagen Energy and PetroGreen Energy Corporation (PGEC) began co-developing projects in the Philippines in 2020 and formalized their partnership by founding BuhaWind Energy Philippines in 2022.

The Northern Luzon project represents part of a larger offshore wind development initiative in the Philippines. The three projects the partners are developing off the coast of the Philippines have a combined potential capacity of 4 GW, making the current 2 GW Northern Luzon project a significant component of this broader portfolio.

Regulatory Progress and Grid Integration

In August 2025, BENLC secured approval for the facilities study from the National Grid Corporation of the Philippines (NGCP) for its 2 GW Northern Luzon floating wind project. The study outlines the critical technical requirements necessary for the integration of the offshore wind farm into the national grid.

This regulatory milestone represents a crucial step in the project's development timeline, providing the technical framework needed to connect the floating wind installation to the Philippines' existing electrical infrastructure.
