L&T Energy Hydrocarbon Offshore Secures EPCIC Contract from ONGC in India

L&T Energy Hydrocarbon Offshore has won a large offshore order from Oil & Natural Gas Corporation for the Additional Development of Ratna–I and NLM-14 project located off India's west coast, the company announced on September 9, 2026. The contract, classified as "large" under Larsen & Toubro's internal order categorisation system, falls within a value band of 2,500 crore to 5,000 crore rupees.

Scope of the Contract

The contract covers the full engineering, procurement, construction, installation, and commissioning cycle, commonly referred to as EPCIC, making it an integrated delivery assignment rather than a phased engagement. Under the terms of the order, LTEH Offshore will be responsible for three new well-head platforms, one riser platform, multiple segments of subsea pipelines and cables, and brownfield modifications to existing offshore installations already operating in the region.

The combination of greenfield platform construction and brownfield work on live assets places particular demands on the project team, requiring simultaneous management of new facility development alongside modifications to infrastructure that remains in active production service.

 

Strategic Purpose of the Project

ONGC's ADR-I and NLM-14 project is directed at enhancing production from the state-owned energy company's offshore asset base on India's west coast. The developments represent continued capital investment in extracting additional value from established offshore fields rather than purely new exploration acreage, with the brownfield component reflecting the need to integrate new capacity with infrastructure that has already been in operation.

Parthasarathi Chatterjee, Senior Vice President and Head of L&T Energy Hydrocarbon Offshore, described the projects as significant additions to India's offshore energy infrastructure.

 

"These projects combine new offshore facilities with brownfield modifications in existing operating fields, calling for careful planning, engineering integration and precise execution," he said in a statement accompanying the announcement.

Chatterjee added that the dual nature of the scope, spanning both new offshore facilities and modifications to operating assets, underscores the complexity of execution that the assignment demands.

 

He said LTEH Offshore would draw on its offshore EPCIC experience to deliver the developments safely and efficiently in support of ONGC's long-term production objectives.

LTEH Offshore's Capabilities and Track Record

Order Classification and Corporate Context

Larsen & Toubro applies a structured classification system to orders won across its business units, ranging from significant at the lower end through large, major, mega, and ultra-mega at the top.

 

A large order, as is the case with this ONGC contract, corresponds to a contract value between 2,500 crore and 5,000 crore rupees. The company does not disclose the precise contract value beyond this classification.

The order was secured by LTEH Offshore, which sits within L&T's Energy Hydrocarbon business. The parent company, Larsen & Toubro, describes itself as a USD 32 billion Indian multinational engaged in EPC projects, high-technology manufacturing, products and services, with operations across multiple geographies and business domains. The group states it has maintained leadership positions across its major business lines for eight decades.

The announcement was made from Mumbai, where L&T's corporate headquarters are located at L&T House on N.M. Marg in the Ballard Estate district.
