Japan Wind Power Association and Taiwan Offshore Wind Industry Association Sign Strategic Partnership Agreement

The Japan Wind Power Association (JWPA) and the Taiwan Offshore Wind Industry Association (TOWIA) signed a Memorandum of Understanding on October 16, 2025, to promote collaboration in the offshore wind sector and advance industry development across the Asian region. The signing ceremony took place during the Global Offshore Wind Summit – Japan 2025, held in Akita City from October 15 to 17.

Partnership Framework and Objectives

The MOU establishes a framework for enhanced collaboration between the two associations to accelerate offshore wind deployment, drive technological innovation, and strengthen supply chain networks in Japan and Taiwan. Through this partnership, JWPA and TOWIA aim to contribute to the sustainable growth and global competitiveness of the offshore wind industry across Asia.

JWPA, based in Minato-ku, Tokyo, is led by President Masaru Akiyoshi, while TOWIA, located in Taipei City, is chaired by Viola Lin. The agreement positions both organizations to leverage their respective expertise and market positions in the Asian offshore wind sector.

Areas of Cooperation

Under the MOU, the two associations will work together in four key areas. They will create business opportunities and promote supply chain collaboration to develop offshore wind energy technologies and expand the market. The organizations will regularly exchange information, knowledge, and experience related to the offshore wind sector. The partnership includes plans to jointly organize seminars, workshops, site visits, and networking events.

Additionally, both associations will work to strengthen industry leadership and promote sustainable industry development in the Asian offshore wind energy sector.

Agreement Terms and Duration

The MOU is valid through December 31, 2027, and will be automatically renewed every two years unless either party provides written notice of its intention not to extend. This structure provides both organizations with long-term planning capabilities while maintaining flexibility for future adjustments. The automatic renewal mechanism ensures continuity in the partnership while allowing both parties to reassess their collaboration periodically.

The two-year renewal cycle aligns with typical industry planning horizons for offshore wind development projects.

Masaru Akiyoshi, President of JWPA, stated: “Japan and Taiwan play an important role in the Asian offshore wind market.
