Haesong Offshore Wind Power has selected Siemens Gamesa Renewable Energy as its preferred turbine supplier and signed a Capacity Reservation Agreement to support the development of its Haesong Offshore Wind Power 1 and 3 projects off the coast of South Korea. The signing ceremony took place at the Siemens Gamesa Renewable Energy office in Taipei, Taiwan.
A Step from MOU to Execution
The Capacity Reservation Agreement builds directly on a trilateral Memorandum of Understanding signed in April among Haesong Offshore Wind Power, Siemens Gamesa Renewable Energy, and Doosan Enerbility.
That earlier agreement was aimed at expanding collaboration on the localization of offshore wind power in Korea. The new CRA advances the relationship from an expression of intent into what the company described as the actual execution phase of the project.
Joris Hol, CEO of the Haesong Offshore Wind Power Project, said the signing marks an important milestone. "The signing of this CRA marks an important milestone that expands our partnership from the previous MOU to the actual execution phase of the project," Hol said.
"Given the high growth potential and robust industrial foundation of Korea's offshore wind market, we expect that this collaboration will contribute to the sustainable growth of the domestic offshore wind industry and enhance the competitiveness of the industrial ecosystem."
Domestic Assembly Through Doosan Enerbility
A central element of the agreement is a plan to assemble Siemens Gamesa wind turbines at a domestic plant operated by Doosan Enerbility before supplying them to Haesong Offshore Wind Power.
To support this arrangement, Haesong Offshore Wind Power stated that it has received a Letter of Intent from Doosan Enerbility covering domestic assembly of the turbines required for the Haesong 1 and 3 projects.
The involvement of Doosan Enerbility is consistent with an ongoing effort to build out a local supply chain for the project. Kwon Jian, Executive Director of Supply Chain Strategy at Haesong Offshore Wind Power, said the contract provides an opportunity to further strengthen collaboration with Siemens Gamesa Renewable Energy and to advance the growth of the domestic supply chain.
"We plan to continue expanding our cooperation to further enhance the long-term competitiveness of the supply chain for the Haesong Offshore Wind Power 1 and 3 projects," Kwon said.

Project Background and Structure
Haesong Offshore Wind Power is a corporate entity of Copenhagen Infrastructure Partners, a Denmark-based firm specializing in renewable energy investment and operations.
The company is pursuing the construction of a 1 gigawatt offshore wind farm in the waters off Sinan in Jeollanam-do, a province on the southwestern coast of South Korea.
The project has already cleared two significant regulatory hurdles. Haesong Offshore Wind Power has completed both its power generation business permit and its environmental impact assessment review, clearing a path toward the construction phase.
Copenhagen Infrastructure Partners is responsible for the investment and comprehensive management of the project, while Copenhagen Offshore Partners, which is CIP's global offshore wind developer, handles implementation, permitting, and construction and other development work.
Roles of the Parties
The agreement draws together three organizations with distinct roles in the project's supply chain. Siemens Gamesa Renewable Energy, selected as the preferred turbine supplier, will provide the wind turbine technology.
Doosan Enerbility, one of South Korea's major industrial manufacturers, will serve as the domestic assembly partner, with turbines to be assembled at its plant inside Korea before delivery to the project site. Haesong Offshore Wind Power, as the project developer, is responsible for coordinating these supply chain relationships and managing overall project execution.
