Great British Energy Publishes First Strategic Plan Targeting 15 GW Clean Energy Capacity by 2030
Great British Energy (GBE) published its first Strategic Plan on December 4, 2025, outlining a comprehensive approach to accelerate the UK's transition to renewable power and strengthen the nation's industrial infrastructure. The publicly owned energy company detailed its priorities for the next five years, demonstrating how public ownership can drive investment, support workers, and ensure communities benefit from the energy transition.
Investment Targets and Financial Commitments
From GBE spending between now and 2030, the company will deliver at least 15 GW of clean energy generation and storage assets, sufficient to power the equivalent of almost 10 million homes. The plan projects mobilizing GBP 15 billion of private finance over time, driven by GBE's investments and long-term partnerships.
GBE will operate as both a developer and equity investor, providing the public with a lasting stake in the full lifecycle of clean energy infrastructure. The returns generated from publicly owned assets will be reinvested into new capacity, new jobs, and new opportunities across the UK. The company aims to build a portfolio that generates returns by 2030 and lays the foundation for portfolio-wide profitability in the longer term.
Community and Employment Impact
The Strategic Plan commits to supporting over 1,000 local and community energy projects, expanding public participation and local control in the energy system. More than 10,000 jobs will be directly supported through GBE-backed and funded projects, including positions in areas historically dependent on oil and gas industries.
The plan establishes an income-generating portfolio structure, with income reinvested into additional capacity and opportunities. GBE will create what it describes as an energy system that delivers benefits directly to UK communities and workers.

Three Priority Investment Areas
GBE has identified three core investment priorities to support delivery of its mission. GBE Local focuses on ensuring communities and public services directly benefit from clean energy infrastructure in their areas. The Onshore Energy priority aims to unlock the energy potential of UK land while strengthening grid stability across the country. Offshore Energy will accelerate the UK's leadership in deep-water offshore wind and drive long-term sector growth.
The plan provides additional detail on the GBP 1 billion “Energy – Engineered in the UK” programme, a major initiative designed to strengthen the UK's industrial base and support delivery of the UK's Industrial Strategy. This programme will help build a resilient, long-term clean energy supply chain and support high-quality jobs across the country. The programme will be formally launched later this month.

Energy Secretary Ed Miliband explained that the government established Great British Energy “to be a national champion that allows us to reap the benefits of Britain's natural resources.” Miliband stated the plan demonstrates “what a publicly-owned energy company will deliver: an abundance of clean, homegrown energy for British people and thousands of good jobs across the country.”
