Governor Hochul Announces Topping Out of $1 Billion NanoFab Reflection at Albany NanoTech Complex
Governor Kathy Hochul announced the “topping out” of NanoFab Reflection on December 8, 2025, marking a major milestone for the USD 1 billion investment in NY Creates' Albany NanoTech Complex. The ceremony celebrated the installation of the final steel beam of the structure, highlighting the on-schedule construction progress for the 310,000-square-foot facility.
Advanced Semiconductor Research Facility
NanoFab Reflection will serve as the home of the nation's first publicly owned High NA EUV Lithography Center, featuring the most advanced chip research and development capabilities anywhere in the world. The facility will include 50,000 square feet of state-of-the-art cleanroom space, built to support the most demanding and leading-edge semiconductor R&D work worldwide.
The facility will house ASML's High NA EUV lithography equipment, described as the world's most advanced tool for printing the tiny features that power next-generation chips. The new High NA EUV lithography equipment is scheduled to arrive at the Albany NanoTech Complex in mid-2026 and will enable chips to be more powerful and faster, meeting ever-increasing computing needs while making them more energy efficient.
Completion of the building is anticipated by the end of next year. The topping-out ceremony marks a cornerstone of the Governor's USD 1 billion investment in NY Creates' Albany NanoTech Complex, which is part of a USD 10 billion initiative to strengthen America's semiconductor leadership.
Economic Impact and Investment
The project is expected to generate USD 9 billion in private investment and will support hundreds of new permanent high-tech jobs. Governor Hochul's semiconductor strategy leverages public funding alongside private financing to drive innovation in the semiconductor sector through collaboration with key academic and industry partners.
