Eurowind Energy Romania has obtained construction permits for the Siminoc project, its first hybrid wind and solar park in Romania, marking a key milestone in the company's broader push to expand its renewable energy footprint in the country.
The project, located in Constanța County, carries an estimated investment of approximately USD 70.5 million and is backed by the Contracts for Difference scheme, which the company says provides long-term investment stability and supports predictable execution.
A Hybrid Design Split Evenly Between Wind and Solar
The Siminoc project will have a total installed capacity of approximately 49.6 MW, divided equally between wind and photovoltaic generation at roughly 24.8 MW each.
Based on current technical modelling, the park is expected to produce approximately 120 GWh of electricity annually, a volume the company equates to the yearly consumption of more than 50,000 households.
The project is described by Eurowind Energy Romania as a resource providing real flexibility to the energy system rather than a conventional generation asset.
The company also intends to integrate battery energy storage into the Siminoc development, though final decisions on turbine models, photovoltaic panels, and the configuration of any battery storage equipment will be made as the project moves into the procurement phase.
Construction Timeline Points to Commissioning in 2028
The permitting phase, including the issuance of the construction permits, was scheduled for the first half of 2026 and has now been completed. According to the company's implementation schedule, construction work is set to begin in 2027, with commissioning targeted for 2028. Eurowind Energy Romania notes that adjustments to this timeline remain possible depending on administrative processes and grid-connection windows.
The project will be carried out in close cooperation with public authorities and grid operators. During the construction phase, the development is expected to generate economic activity, create temporary employment, and produce permanent operational roles. It will also contribute to local community budgets through taxes and duties.

The Siminoc project's inclusion in the Contracts for Difference scheme is central to its financing structure. The CfD mechanism provides developers with a guaranteed price for the electricity they generate over a defined period, insulating projects from wholesale market volatility and offering the kind of revenue certainty that supports large-scale capital deployment. Eurowind Energy Romania has cited this support as a key factor in enabling the project's execution.
Country Manager Sets Out Ambition for 1 GW by 2030
Adrian Dobre, Country Manager of Eurowind Energy Romania, framed the Siminoc project within a wider strategic vision for the company's local operations. He stated that the company no longer views its projects merely as generation assets but as resources that provide real flexibility to the energy system.
He also outlined plans to integrate battery storage across all of the company's projects, with the aim of better aligning production with demand, reducing local variability, and contributing to the safe integration of renewable energy into the grid.
Dobre set out an ambition to reach 1 GW of capacity in Romania by 2030, supported by a sustainable investment plan of around EUR 1 billion over the next four years.
Romanian Portfolio Approaching 184 MW of Operational Capacity
Eurowind Energy Romania has been active on the local market since 2011 and operates a dedicated local team. The company currently has four operational solar parks in Romania: Hălchiu, Măgurele, Pufești, and Teiuș.
By the end of the second quarter of 2026, the company expects to reach 184 MW of total operational capacity in Romania. That figure includes 60 MW of battery energy storage located at its Teiuș facility.
Beyond its operational assets, Eurowind Energy Romania maintains a development pipeline of approximately 7.5 GW at various stages of advancement across the country.

Eurowind Energy Romania is a subsidiary of Eurowind Energy A/S, a Danish company founded in 2006 that specialises in the development, construction, and operation of renewable energy parks.
