Cadeler A/S (a global leader in offshore wind farm construction, maintenance, and decommissioning) and Vattenfall Vindkraft AB (a renewable energy company) have entered into a memorandum of understanding to explore the collaborative development of advanced operations and maintenance solutions for the offshore wind sector, with a particular focus on major component exchange capabilities.

The agreement, announced in Copenhagen on 21 September 2026, brings together Nexra, Cadeler's dedicated offshore wind service platform, and Vattenfall Vindkraft AB, in what both parties describe as a strategic collaboration to shape the future of offshore wind maintenance.

 

The MoU establishes a framework for the two organizations to pool their respective expertise and explore more efficient, scalable approaches to keeping offshore wind assets operational across their full working lives.

The collaboration is focused on advancing Major Component Exchange, commonly referred to in the industry as MCE, a category of maintenance activity that involves the replacement of large, complex turbine components.

 

According to the parties, MCE operations carry high cost, complexity, and lost generation implications, making improvements in that area a priority for asset owners looking to reduce lifecycle expenses and maintain reliable electricity output.

 

Growing Installed Base Driving Maintenance Demand

Both companies pointed to the maturing state of the global offshore wind fleet as the underlying driver for the initiative. As the number of operational offshore wind turbines worldwide continues to increase, the demand for specialised heavy maintenance services is rising in parallel.

 

Cadeler noted that efficient maintenance strategies and access to MCE capabilities are becoming increasingly important to ensuring long-term asset performance, reliability, and availability.

The collaboration will focus on developing concepts and solutions designed to improve the efficiency, safety and scalability of offshore wind maintenance activities across multiple turbine platforms. The stated ambition is to support more predictable and effective maintenance of offshore wind assets as they age and require more intensive servicing.

What Each Party Brings to the Table

Cadeler enters the collaboration through Nexra, the operations and maintenance service platform it established in 2025 to address the growing offshore wind aftermarket.

 

Nexra provides heavy maintenance services throughout the operational lifetime of offshore wind assets and draws on a flexible vessel portfolio that includes Wind Zaratan, Wind Scylla, and Wind Keeper, with the ability to deploy vessels from across the broader Cadeler fleet when required.

 

The company describes this flexibility as complementing its core installation activities, supporting fleet-wide utilization, and delivering responsive support to clients across key offshore wind markets.

Cadeler itself is a global leader in offshore wind turbine transport and installation, operating what it describes as the industry's largest fleet of jack-up offshore wind installation vessels.

 

The company is also expanding its capabilities into full-scope foundation transport and installation. Cadeler is listed on both the New York Stock Exchange, where it trades under the ticker CDLR, and the Oslo Stock Exchange, where it trades as CADLR.

Vattenfall, for its part, brings the perspective of a large-scale offshore wind asset owner and operator with a long-term stake in ensuring its installed projects remain competitive and cost-effective throughout their operational lives. The company's involvement reflects an operator-side push to get ahead of anticipated maintenance challenges associated with aging turbine fleets.

Executives Outline the Strategic Rationale

Jacob Christian Gregersen, Chief Growth Officer at Cadeler, framed the agreement as a response to a structural shift underway in the offshore wind industry. "The offshore wind industry is entering a new phase, with a growing installed base and increasingly complex maintenance needs," Gregersen said.

 

"This collaboration gives us an opportunity to combine complementary expertise and explore new approaches to Main Component Exchange, helping shape more efficient and scalable O&M solutions for the assets of tomorrow."

Pavlo Malyshenko, Head of Generation, Offshore Wind at Vattenfall, emphasized the long-term competitive stakes involved in getting maintenance right. "The long-term competitiveness of offshore wind will depend not only on how we build projects but also on how effectively and efficiently we operate and maintain them over decades," Malyshenko said.

 

"Every major component exchange comes with high cost, complexity, and lost generation. Through this collaboration, we want to explore smarter approaches that support safe and reliable operations, improve long-term asset performance, and reduce lifecycle costs, helping to keep offshore wind an affordable source of fossil-free electricity."

Scope and Next Steps

The MoU sets out a framework for exploring joint development of maintenance concepts and service methodologies, with the work combining operational expertise and long-term planning from both sides.

 

The collaboration is described as exploratory in nature, with the two organisations working together to assess what more efficient and scalable approaches to offshore wind maintenance might look like across multiple turbine platforms.

The announcement does not specify a timeline for any commercial agreements that might follow from the MoU, nor does it identify particular wind farms or geographic markets as the initial focus for the work.
