The Bihar Electricity Regulatory Commission (BERC) has approved a proposal from the Bihar State Power Holding Company Limited (BSPHCL) to procure 300 megawatts (MW) of wind power from the Solar Energy Corporation of India (SECI) at a tariff of ₹3.97 per kilowatt-hour (kWh), with an additional trading margin of ₹0.07/kWh.

The procurement will be executed through a long-term power sale agreement between SECI and BSPHCL, acting on behalf of the state’s two distribution companies—North Bihar Power Distribution Company and South Bihar Power Distribution Company.

The power will be sourced from two projects developed by Torrent Green Energy, which emerged as the successful bidder in SECI’s tariff-based competitive auction. The projects, with capacities of 175 MW and 125 MW respectively, are expected to generate a combined total of approximately 838.91 million units of electricity annually.

The draft power sale agreement submitted along with the procurement proposal was also approved by the Commission.

Regulatory Review and Approval

In its analysis, the Commission reviewed the procurement process, including SECI’s tender conditions and the outcome of the reverse auction. The approval aligns with Bihar’s broader efforts to integrate renewable energy into its power mix and secure cost-effective, clean energy sources.
