Avantus (renewable energy company) and Clean Power Alliance (not-for-profit electricity provider) have signed a 20-year power purchase agreement for the Rexford 2 solar and battery storage project in Tulare County, California, the companies announced.
The deal will bring 200 megawatts of solar generation and 200 MW paired with 800 MWh of battery energy storage to the California grid, with enough capacity to power 84,000 Southern California homes.
Project Timeline and Ownership Structure
Rexford 2 is scheduled to break ground in 2027 and reach operational status in late 2028, with commercial operations under the power purchase agreement beginning in May 2029.
Avantus plans to own and operate the project upon completion, consistent with its strategy of expanding as an independent power producer. Under the agreement, Avantus will deliver clean energy directly to Clean Power Alliance, a community choice aggregator serving customers across Southern California.
The project will be built on previously disturbed land in Tulare County, a siting decision the company said is intended to minimize environmental impacts while creating new economic opportunity for private landowners in the area.

Economic Impact for Tulare County
Rexford 2 is expected to generate more than 500 union jobs at peak construction, alongside permanent local operations roles once the facility is online. The project is projected to deliver hundreds of millions of dollars in local tax revenue to Tulare County, with the companies stating those funds will support public services and infrastructure in the region.
Valerie Barros, Executive Vice President of Origination and Energy Markets at Avantus, said California's growing energy demand is driving the company's development activity.
"Together with Clean Power Alliance, we will strengthen the grid, bring high-quality jobs and local revenue to Tulare County, and provide affordable renewable energy that helps California meet its clean energy goals," Barros said.

Rate Stability and Grid Reliability Goals
Clean Power Alliance framed the agreement as a mechanism for protecting its customers from fluctuations in wholesale energy markets. Lindsay Descagnia, Vice President of Power Supply at Clean Power Alliance, said the fixed long-term price structure embedded in the deal is central to its value for ratepayers.
"This project provides a fixed long-term price, helping protect our customers from energy market volatility while delivering renewable energy and battery storage that can help meet demand when it matters most," Descagnia said.
The 800 MWh of battery storage attached to the project is designed to allow energy generated during solar production hours to be dispatched at other times, addressing reliability concerns that have become increasingly prominent in California's grid planning discussions.
Fluence to Supply Battery Storage Technology
Fluence has been selected to provide its Smartstack battery energy storage solution for the Rexford 2 project. The companies noted that the Fluence system will utilize domestically manufactured steel and components, a detail that reflects ongoing attention to supply chain sourcing in large-scale energy storage deployments.
The Smartstack system will be integrated with the 200 MW solar generation capacity at the Tulare County site, creating what Avantus described as a combined solar and storage facility capable of delivering dispatchable clean power.
Avantus Portfolio and IPP Strategy
The Rexford 2 agreement fits within a broader strategic push by Avantus to grow its position as an independent power producer across its core markets of California, Nevada, and Arizona. The company is currently advancing a development portfolio comprising 13 gigawatts of solar and 44 gigawatt-hours of storage.
Avantus said it is on track to bring 5 gigawatts of system capacity online by 2030. As of the announcement date, the company reported 788 megawatts of projects that have reached commercial operation and 800 megawatts under construction, with both figures expected to be reached by the end of the current year.
The company is backed by strategic investment from KKR and EIG and describes its development pipeline as sufficient to serve more than 10 million Americans with dispatchable power around the clock.

Clean Power Alliance is a community choice aggregator operating in Southern California. The organization procures electricity on behalf of member communities with a focus on renewable energy sourcing.
