Avangrid Completes Construction of 166 MW Tower Solar Project in Oregon, US

Avangrid, Inc. has completed construction of its Tower Solar project in Morrow County, Oregon, and connected the facility to the regional electric grid, the company announced. The Iberdrola Group member expects to achieve commercial operation at the site this summer.

Project Scale and Technology

The Tower Solar project is rated at 166 megawatts direct current, or 120 megawatts alternating current, and incorporates more than 250,000 solar panels assembled by SEG Solar at its manufacturing facility in Houston, Texas. The project is situated west of Boardman, Oregon, on approximately 900 acres of industrially zoned land owned by the Port of Morrow.

Once commissioning is complete, Tower Solar will deliver electricity to Portland General Electric's grid and help support QTS operations in the region. The energy will flow through PGE's Green Future Impact program, a voluntary initiative designed to allow large municipal, commercial, and industrial customers to meet sustainability and carbon reduction goals by backing the development of new clean energy facilities in the region.

 

Under the program structure, large customers can select non-emitting energy without increasing costs for other customers. All customers benefit from the energy produced, but program participants bear the additional cost associated with the clean energy they choose.

 

Domestic Manufacturing and Supply Chain

The solar panels used in the Tower Solar project were assembled by SEG Solar at its Houston facility, a point both companies emphasized in announcing the project's completion. Jim Wood, CEO of SEG Solar, described the project as consistent with the company's goal of strengthening the domestic energy supply chain.

Avangrid CEO Jose Antonio Miranda framed the project's completion in the context of rising electricity demand across the United States and the Pacific Northwest specifically.

 

"Projects like Tower Solar are essential to delivering new generation at scale," Miranda said. "Furthermore, this project demonstrates how investment in America's electrical infrastructure contributes to our domestic economy, supports union workers, and delivers reliable electricity to support the region's growth."

Union Labor and Local Employment

Avangrid reported that construction of the Tower Solar project generated approximately 200 construction jobs, with most of those positions filled by regional union labor. IBEW Local 112 was among the labor groups involved in the project's construction.

Travis Sellers, Business Manager for IBEW Local 112, noted the significance of the union's participation. "IBEW Local 112 members bring unmatched skill, safety, and productivity to projects like the Tower Solar project located in Eastern Oregon," Sellers said. "We are delighted that our partnership with Avangrid and its contractors has produced another energy project that will power communities for generations."

Community Financial Impact

Tower Solar is expected to generate approximately USD 20 million in combined payments in lieu of taxes and property taxes over the life of the project. Avangrid stated that these funds will go directly toward supporting local public services, including education.

The project sits on land owned by the Port of Morrow, a regional port authority that oversees industrially zoned acreage in Morrow County in northeastern Oregon. The Boardman area, where the project is located, has been the site of significant industrial and energy development activity over recent years.

Avangrid's Broader Portfolio

The Tower Solar project adds to an already substantial generation footprint for Avangrid, which operates over 11 gigawatts of installed capacity across a portfolio spanning 25 states and encompassing nearly 100 energy projects.

 

The company owns and operates more than 80 energy generation facilities across the United States, producing more than 10.5 gigawatts of power for over 3.1 million customers.

In addition to its generation business, Avangrid owns and operates seven electric and natural gas utilities through its networks division, serving more than 3.4 million customers in New York and New England.

 

The company holds approximately USD 48 billion in assets and employs around 8,000 people. Avangrid has offices in Connecticut, New York, Massachusetts, Maine, and Oregon.
