Ashtrom Renewable Energy Breaks Ground on El Patrimonio Solar Facility in Bexar County, Texas

Ashtrom Renewable Energy (an independent power producer) has celebrated the groundbreaking of El Patrimonio, a new solar facility in Bexar County near San Antonio, marking a significant step in the company's expansion of clean energy infrastructure across the United States. The ceremony brought together leaders from Ashtrom Renewable Energy, CPS Energy (an Electric utility), the construction firm SOLV Energy, and elected officials.

Project Timeline and Capacity

Construction on the El Patrimonio Project began in 2025 and is expected to reach completion in 2027. Once operational, the facility is projected to supply electricity to approximately 37,000 households in the region. The project is also anticipated to reduce carbon emissions by about 193 tons annually, according to figures provided by Ashtrom Renewable Energy.

The groundbreaking ceremony marks a formal public milestone in a development process that has already been underway for roughly a year, with the project now advancing toward full construction and eventual commissioning within the Texas energy market.

 

Power Purchase Agreement with CPS Energy

At the center of the El Patrimonio project is a 20-year Power Purchase Agreement between Ashtrom Renewable Energy and CPS Energy, the municipally-owned electric and gas utility serving San Antonio.

 

Under the terms of that agreement, CPS Energy will purchase approximately 70 percent of the electricity generated by the facility, along with renewable energy credits associated with that output. The remaining 30 percent of electricity produced by the project will be offered by Ashtrom directly into the Texas open electricity market.

CPS Energy serves approximately 970,000 electric customers and 390,000 natural gas customers in San Antonio and portions of seven surrounding counties. The utility, which was established in 1860, is described as the nation's largest public power, natural gas, and electric company.

 

Frank Almaraz, Chief Operating Officer of CPS Energy, pointed to the utility's standing in the state's renewable sector as a motivating factor in the partnership. "CPS Energy is the number one buyer of solar energy in Texas," Almaraz said.

 

"Today's groundbreaking partnership with Ashtrom helps maintain our leadership position. Renewable energy is also a key part of delivering on our diverse generation plan to meet our growing population's needs."

Partners and Construction Responsibility

SOLV Energy, a solar energy construction firm, is serving as the construction partner on the El Patrimonio project. George Hershman, CEO of SOLV Energy, described the groundbreaking as the beginning of a significant collaboration.

 

"Breaking ground on El Patrimonio marks the start of an important partnership between SOLV Energy and Ashtrom Renewable Energy," Hershman said. "From construction through operations, SOLV is committed to delivering this project safely, efficiently, and with a focus on long term performance — supporting Ashtrom's vision and Texas' growing energy needs."

Bexar County and the City of San Antonio were also cited by Ashtrom's leadership as key partners in bringing the project to fruition. Yitsik Mermelstein, CEO of Ashtrom Renewable Energy, expressed appreciation for the collaborative effort that led to the groundbreaking event.
