Ark Energy Receives NSW Government Planning Approval for Richmond Valley Solar & Battery Energy Storage System Project

The NSW Government has granted planning approval for the USD 1.2 billion Richmond Valley Solar Farm near Rappville in the Northern Rivers region, marking a significant milestone in the state's renewable energy expansion. The Ark Energy-led project received approval on October 16, 2025, and is designed to generate enough clean energy to power approximately 175,000 homes annually.

The solar farm represents the 14th solar project and 21st renewable energy generation project approved under the Minns Labor Government. This approval comes alongside 15 standalone battery energy storage systems and 2 major transmission lines that have been approved during the same period.

Project Specifications and Energy Capacity

The Richmond Valley Solar Farm will have a capacity of 435 megawatts, featuring an integrated 475 MW / 3,148 MW-hour battery energy storage system. The lithium-iron phosphate battery system will store solar energy for dispatch to the electricity grid outside daylight hours and during periods of peak demand. According to Minister for Planning and Public Spaces Paul Scully, the project's energy output could power every home in the Northern Rivers region that was recorded in the 2021 census, plus an additional 31,000 homes. The battery storage component ensures that stored energy can be sent to the grid even when solar generation is not available.

Employment and Economic Impact

The project is expected to create up to 342 jobs across its development phases. During the construction period, up to 327 positions will be available, while ongoing operations will support up to 15 permanent roles. These employment opportunities are designed to boost economic activity in the regional area. A proposed USD 11 million Voluntary Planning Agreement with Richmond Valley Council forms part of the project's community investment strategy.

These funds are earmarked to support local infrastructure projects, including community halls, sporting facilities, libraries, parks, and playgrounds.

Development Timeline and Regulatory Process

Ark Energy has been developing the hybrid solar and battery storage project since 2019. The project underwent comprehensive assessment examining energy transition requirements, amenity considerations, agricultural land impacts, biodiversity effects, and traffic implications. Clear conditions have been established in consultation with council and relevant government agencies to minimize and manage potential impacts.

CEO Michael Choi expressed satisfaction with the approval decision, stating that Ark Energy looks forward to progressing the project to its next phase. He acknowledged the input from local community members throughout the assessment process and emphasized the project's role in supporting the state's energy transition. The Richmond Valley Solar & BESS project appears on the Australian Government's National Priority List and represents Ark Energy's second NSW project to receive planning approval.

The company previously secured approval from the NSW Independent Planning Commission in February 2024 for Stage 1 of the Bowmans Creek Wind Farm, located within the Hunter-Central Coast Renewable Energy Zone.

Environmental and Regulatory Requirements

The project is classified as a controlled action under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999. It has been assessed for the Australian Department of Climate Change, Energy, the Environment, and Water under the bilateral agreement between the NSW and Commonwealth Governments. Ark Energy is currently awaiting the final decision from the federal department.

Minister for North Coast and Member for Lismore Janelle Saffin highlighted the community's leadership in solar adoption, noting that the region is now leading renewable solar farm development. She emphasized that the benefits from new jobs, community infrastructure, and sustainable power generation will extend across multiple generations. The project aligns with NSW's transition to Net Zero by 2050, contributing to significant carbon emissions reductions across the state.
