ADNOC Awards $16.94 billion EPC Contracts for Hail and Ghasha Mega Project

Abu Dhabi National Oil Company (ADNOC) granted Engineering Procurement Construction (EPC) contracts worth around USD 16.94 billion for the Hail and Ghasha project. A consortium of Abu Dhabi's National Petroleum Construction Company (NPCC) and Italian oil giant Saipem SpA. has been awarded the offshore EPC contract, which is valued at around USD 8.2 billion. The onshore EPC contract of USD 8.7 billion was awarded to MAIRE Tecnimont.

 

The Hail and Ghasha project will be the first in the world to operate with net zero carbon dioxide emissions. ADNOC announced the FID (Final Investment Decision) and the award of EPC contracts on the final day of the Abu Dhabi International Petroleum Exhibition and Conference (ADIPEC).

What is the Hail and Ghasha Mega Project?

The Hail and Ghasha Mega Project is one of the biggest integrated sour gas development projects. The multibillion-dollar project will be key to meeting the UAE’s goal of gas self-sufficiency and rising demand for liquefied natural gas (LNG) exports. The project aims to maximize the value of Abu Dhabi’s gas reserves. The Ghasha megaproject is expected to produce 1.5 billion standard cubic feet of natural gas per day. The Ghasha fields are located within the Marawah Marine Biosphere Reserve, west of Abu Dhabi Island.

 

In contrast, the Hail fields are located approximately 10 km south of the Mubarraz artificial island in the shallow waters of the Arabian Gulf offshore, Abu Dhabi. ADNOC owns a 55% stake in the Ghasha concession. The other stakeholders include Italian energy major Eni with 25%, Germany’s Wintershall Dea with 10%, Austria’s OMV, and Russia’s Lukoil each with 5%. ADNOC is executing the project using an integrated project delivery approach (IPD). The mega project plays a major role in ADNOC’s In-Country Value (ICV) Program.

 

During the project's lifetime, an expected ICV of 55% will flow back into the UAE economy. The project is estimated to have 30,000 to 40,000 contract staff and is expected to employ over 1,500 people. Apart from this, ADNOC stated that the Hail and Ghasha megaprojects aim to operate with net-zero CO2 emissions, reinforcing the net-zero by 2045 target and accelerating the decarbonization plan. The project includes the development of decarbonization technologies into one integrated platform. The project aims to capture 1.5 million metric tonnes a year (t/y) of CO2.

What is the role of MAIRE Tecnimont in the project?

MAIRE Tecnimont is one of the largest EPC companies in Italy. The USD 8.7 Billion is the largest EPC contract the group received in recent years. MAIRE in a press release stated that Tecnimont, part of the Integrated E&C Solutions business unit, today signed a Letter of Award with ADNOC for the onshore processing plant for the Hail and Ghasha project. The project is expected to be completed by 2028. The MAIRE group CEO, Alessandro Benini, said, "The multibillion-dollar project will significantly boost the delivery of our 10-year strategic plan.” He also added that "this award, a landmark recognition of Made in Italy Engineering, is a demonstration of not only our leadership in sulfur recovery and gas treatment plants but, more broadly, of our undisputed execution capabilities as well as our technological expertise in designing carbon-free industrial solutions”.

 

What is the role of Saipem and NPCC in the project?

Saipem is an Italian multinational oilfield services company, whereas the National Petroleum Construction Company (NPCC) is an engineering procurement and construction company. The EPC offshore contract valued at around USD 8.2 billion is a joint venture between Saipem and National Petroleum Construction Company. In a press Release Saipem stated that in a consortium with National Petroleum Construction Company has signed a letter of award with  ADNOC. Saipems share of the contract is valued at around USD 4.1 billion.  The main objective of the EPC contract is to build four drilling centers and one processing plant, as well as to construct 300 km of subsea pipelines.
