The Bureau of Land Management (BLM) signed the Record of Decision granting a 30-year right-of-way for the project on 3 January 2025. On 6 January 2025, BLM announced approval of the project, stating that it is expected to be completed by 2027.

The project connects to the 500 kV Cielo Azul Switchyard, adjacent to the Ten West Link transmission line. This grid connection is one of the project's most commercially valuable features: it provides immediate access to high-capacity interregional transmission without requiring new transmission infrastructure.

A potential Battery Energy Storage System (BESS) may be incorporated into the project, though its capacity has not been confirmed. Project Background

The Jove Solar Project was filed as a right-of-way application by Jove Solar LLC, a subsidiary of 174 Power Global, under the Federal Land Policy and Management Act of 1976. The application proposed a 30-year right-of-way for the construction, operation, maintenance, and eventual decommissioning of a 600 MW solar facility on BLM-managed land in southeastern La Paz County.

BLM initiated the National Environmental Policy Act (NEPA) review process with two public scoping meetings in January 2023. The scoping process was followed by more than a year of technical analysis, field surveys, and document preparation before the Draft EIS was published in April 2024, and a virtual public meeting was held on 14 May 2024.

The Final Environmental Impact Statement was published in November 2024. The BLM's preferred alternative selected in the EIS avoids construction within the desert wash that crosses the project area, a feature of ecological importance because desert washes channel seasonal water flow and provide critical wildlife movement corridors in the Sonoran Desert.

The Record of Decision was signed by the BLM and approved by the US Department of the Interior on 3 January 2025. It grants Jove Solar LLC the 30-year right-of-way for the project and constitutes the final federal permitting decision required before construction can begin.

The Federal Register notice confirming the decision was published on 16 January 2025. The BLM announcement set the project's expected commercial operation date for 2027, consistent with the 12–18-month construction timeline stated in the NEPA record.

Jove Solar Project Current Status

As of May 2026, the Jove Solar Project is in the approved and pre-construction phase, with construction work yet to start. Initially, the project was expected to start construction in 2025. The commercial operation is targeted for 2027.

The Record of Decision was published in the Federal Register on 16 January 2025. This decision completed the federal environmental review and cleared the project to proceed to engineering, interconnection work, and eventual construction.
