Eight months after being awarded the project by the French state, TotalEnergies has formally submitted its application for Single Authorization of the Center Manche Energies offshore wind farm, a 1.5 gigawatt development that would become the largest renewable energy project ever built in France.

 

The filing, announced on May 28, 2026, marks a pivotal regulatory step for a scheme representing a USD 5.23 billion investment and capable of supplying electricity to more than one million French homes annually.

A Record-Breaking Project for French Renewables

The Center Manche Energies wind farm will be sited more than 40 kilometers off the Normandy coastline, placing it well beyond the immediate shoreline and into the deeper waters of the English Channel.

 

At 1.5 GW of installed capacity, it surpasses any other renewables development in France in terms of scale. Once operational, the facility is projected to generate approximately 6 terawatt-hours of electricity per year, enough to cover the consumption of over one million French households.

The project is being developed through a wholly owned TotalEnergies project company bearing the same name as the wind farm. Its project director, Thierry Muller, described the authorization filing as a major milestone.

 

"We are delighted to have filed for authorization and to have reached this major milestone for Center Manche Energies," Muller said. "We intend to continue developing this competitive, value-creating project for Normandy, which will provide renewable electricity to nearly one million French homes."

 

What the Authorization Dossier Contains

In accordance with French regulatory requirements, the Single Authorization application submitted by Center Manche Energies includes technical and environmental surveys, a preliminary design for the wind farm, and a planned installation program.

 

Central to the submission is an environmental impact assessment that draws on the findings of completed surveys, ongoing dialogue with government departments, and contributions gathered during a consultation process conducted with regional stakeholders.

The filing follows a period of preparatory work that TotalEnergies says has involved close collaboration with technical partners, local officials, environmental organizations, and maritime users. The company indicated that those consultations will continue as the project advances through the regulatory process.

Regulatory and Development Timeline

With the application now formally lodged, the permitting process enters a new phase. The next steps involve the completion of the full dossier, followed by its examination by the French government.

 

TotalEnergies has not specified a timeline for when it expects regulatory decisions to be reached, but the company stated that Center Manche Energies will continue engaging with local officials, environmental groups, seafarers, and the broader public throughout this period.

The goal of that ongoing engagement, according to TotalEnergies, is to ensure the project is well integrated into the regional economy and community of Normandy.

 

The region has an existing workforce with specialist expertise in the offshore wind sector, which TotalEnergies said it intends to draw upon during construction and beyond.

Economic and Industrial Footprint

The project's economic implications for Normandy are substantial. TotalEnergies stated that construction of the wind farm will employ up to 2,500 people over a three-year build period.

 

The USD 5.3 billion investment figure underlines the scale of financial commitment the company is making to France's offshore wind ambitions through this single development.

Beyond the regional workforce, TotalEnergies indicated that the project is designed to benefit European industry more broadly. The company said it intends to prioritize European suppliers for key components, specifically citing wind turbines and electric cables as areas where it will focus its procurement on European sources.

 

This supply chain orientation positions Center Manche Energies as a contributor not only to France's energy transition but also to the wider European industrial ecosystem around offshore wind.

TotalEnergies' Broader Position in French Renewables

Center Manche Energies sits within a larger renewables portfolio that TotalEnergies operates across France. The company currently runs 420 wind, solar, hydropower, and battery storage facilities in the country, giving it the equivalent electricity supply capacity for 1.8 million people and placing it among France's top three renewable power operators. Its installed renewables capacity in France already exceeds 2 gigawatts.

TotalEnergies has been active in France for more than a century and, since 2020, has invested several billion euros in the country, with nearly half of that sum directed toward supporting the energy transition of its sites and customers. The company supplies electricity and gas to 4.2 million residential and business customers in France.

Globally, TotalEnergies held almost 36 gigawatts of gross renewable power generation capacity as of the end of April 2026. The company has set a target of producing more than 100 terawatt-hours of net electricity annually by 2030, a goal to which Center Manche Energies, if authorized and built, would make a meaningful contribution given its projected output of 6 terawatt-hours per year.

The offshore wind development in Normandy was awarded to TotalEnergies by the French state, with the formal application for authorization following approximately eight months after that award. The submission now places the project's fate in the hands of government examiners as France continues to scale up its offshore wind ambitions.
