Salalah Sanitary Drainage Services Company SAOC, Oman, is seeking proposals for the construction of a biomethane-based power plant and a solar photovoltaic facility in Salalah Wilayat, Dhofar Governorate.
The RFP submission is to be designed after a “Finance Design Build Own Operate and Transfer (FDBOOT)” approach, according to the invitation.
The Vendor is expected to design, finance, and construct the Power Plant exclusively for the Client's usage. He will also be responsible for operating the plant for a set length of time, as specified in the RFP. The Power Plant shall be returned to the Client in good functioning order at the conclusion of the contract period or upon a pro rata buyback by the Client.
The Power Plant will be "Wet Leased" to the Client, who will use the energy it creates. The Vendor will be paid according to a formula specified in the RFP.
Bidders who pay the OMR 1500 tender fee will receive the complete bid papers. Bidders must provide a tender security deposit of 2% of the tender value with their offers. The current deadline for proposal submission is July 25, 2021.
