Ming Yang Smart Energy and Oceanic Wind Sign MOU for Offshore Wind Project in British Columbia

Ming Yang Smart Energy Group Limited and Oceanic Wind Energy Inc. have signed a Memorandum of Understanding to explore a strategic investment partnership for the development of a major offshore wind energy project in the Hecate Strait, off the northwest coast of British Columbia.

 

The deal, announced, brings together a Chinese renewable energy giant and a Canadian offshore wind developer in what is described as one of Canada's largest Indigenous renewable energy opportunities.

Project Background and Scale

The offshore wind project is being advanced by Oceanic Wind Energy Inc. and Coast Tsimshian Enterprises, a 50/50 partnership between the Metlakatla and Lax Kw'alaams First Nations.

 

The initiative has the potential to generate between 1.5 gigawatts and 2 gigawatts of clean electricity for British Columbia, placing it among the most ambitious renewable energy projects currently under development in Canada.

The Hecate Strait location has been identified as one of the world's strongest and most consistent wind resources. Winds in the area exceed 10 meters per second, with annual capacity factors above 50 percent and winter capacity factors reaching 65 percent. The parties noted that this winter's performance aligns with periods of peak demand from BC Hydro.

 

Terms of the Memorandum of Understanding

Under the MOU, Ming Yang intends to evaluate opportunities to provide equity investment, debt financing, and strategic partnership support for the development, construction, and long-term operation of the offshore wind project.

 

The parties have established a 90-day due diligence period during which the size and scope of the investment will be determined. Both parties emphasized that the MOU is non-binding.

The company produces and installs wind, solar, storage, and hydrogen infrastructure and describes itself as specializing in the development and manufacture of offshore and onshore wind turbine systems, energy storage solutions, and smart energy technologies.

What the Partnership Brings to the Table

Ming Yang has expressed a strong interest in supporting the project's long-term success through capital investment as well as technical, construction, and operating expertise, according to the announcement. The company is described as a global leader in renewable energy technology and offshore wind systems.

Michael O'Connor, President and CEO of Oceanic Wind Energy Inc., framed the agreement in the context of international interest in Indigenous-led energy development in Canada.

Environmental Approvals Process Set in Motion

Alongside the MOU announcement, the board of Oceanic Wind Energy Inc. disclosed the retention of Falkirk Environmental Consultants to begin work on the environmental approvals process for the project.

 

The initial scope of work involves the preparation and submission of an Initial Project Description, which the company described as an important early milestone in advancing the regulatory and environmental assessment framework necessary to support offshore wind development in British Columbia.

The engagement of an environmental consultancy at this stage signals that the project is moving into early-phase regulatory groundwork, even as the commercial and financial terms of the Ming Yang partnership remain subject to due diligence.

Indigenous Ownership at the Core

The project's structure places Indigenous ownership at its center through Coast Tsimshian Enterprises, the joint venture between the Metlakatla and Lax Kw'alaams First Nations.

 

Oceanic Wind has described the initiative as representing one of Canada's largest Indigenous renewable energy opportunities, and the company's stated mandate includes working collaboratively with Indigenous communities and stakeholders to develop sustainable energy infrastructure.

The Hecate Strait sits off the northwest coast of British Columbia, a region where both the wind resource and the involvement of coastal First Nations communities have been central to the project's development rationale.
